The government has announced the release of 251.6 million pesos (US$5.9 million) in funding to implement the madrasah education program.

The funds, released through the Department of Education, were in line with President Benigno Aquino’s commitment to improve the standard of education in the country as a tool for peace and development, Budget Secretary Florencio Abad said in a statement this week.

“Education is the central strategy of the Aquino administration for investing in the people and enhancing their opportunity to gain meaningful employment,” Abad said.

He added that the government also needed to “mainstream and institutionalize madrasah education” as part of the national system of basic education.

The program has three components: Arabic Language and Islamic Values Education (ALIVE) in public schools, ALIVE for out-of-school Muslim youths and adults, and assistance to private madaris (schools for higher religious education).

Of the funds released, 173.25 million pesos will go to the office of the education secretary while 78.35 million pesos will be released directly to school division offices to cover the allowances of Muslim teachers.

Abad said the fund release is 48.4 million pesos less than the 300 million pesos originally requested by the education department.

muslims with no future and hope for employment are more likely to become extremists/terrorists. so increasing their education will solve a lot of problems.

but yikes, they're putting money into religious studies instead of real academia. that won't help them.

I think domestic knowledge about life and sentiment of the muslim citizens is crucial.

but who does pay he has a say. just that it will be difficult to compete with the religious fundings that come from saudi arabia.

the basic idea of that is being discussed internationally.
religious education is bearing wide responsibility especially in difficult regions. it shouldn't run loose and it should have a stronger connection with the domestic government than with any foreign official force.
there has to be freedom of religion, but technically, no religious leader can be free of national law. so it should be best to agree on a good connection on the practical side.

It is well a known fact that the Saudi (the Wahabi sects) has been secretly funding Islamic schools that breed radicals. These radicals hate non Muslims, so it is odd and also unnecessary that so many non Islamic governments are funding Islamic schools in their respective countries. It is shear suicidal and stupid! Try establishing a non Islamic institutions in any Islamic states particularly in Saudi Arabia and see how far you get. Closer to home, in IND and Malaysia, where the building of non Islamic houses for worship is very difficult, sometimes it took more than 25 years just to get an approval, a life for many!

I kinda can see why they want this but lets be honest the people who want this are mostly people from the far South(Mindanao) while like the rest of the Philippines is Catholic... We have better more important stuff to fund than Muslim education. We should be funding something like small businesses, infrastructure, and improving REAL school education.

The Spraltys including offshore Palawan, Sulu, and Mindanao is the next Middle East to supply the World's Oil needs accdg to Erick San Juann. With supposed Oil reserve greater than the combined oil reserves of Europe and Latin America. This is the reason, China is embolden to have a ridiculous claim of the whole South China Sea/WPS to the point of almost claiming even our coastlines.

The Abu Sayyaf, MILF, MNLF insurgencies are there for the balkanization of Mindanao instigated by the Western Powers through their intelligence agencies. Divided states are easier to be manipulated and controlled by the Western powers. The same thing that happened to resource-rich but impoverished Somalia.

The MILF wanted a substate that has more powers than the present ARMM with powers a little lower than the Republic itself. What arrangements will be given to these former bandits being elevated in the same footing as if they are Kirams of Sulu. Will this substate be allowed to have its own Army? Or its leaders having its own private army? Are they willing to give up arms?

US is a RICH and powerful country though composed of many states, they have a demographic that is quite HOMOGENOUS AND UNITED in terms of Religion, Culture, Ethnicity or Race and Language. Majority of all those in the states are basically White Anglo Saxon Protestant. There is basically no tendency for a California state calling for independence later on in the very near future.

On the other hand, Philippines is POOR and WEAK with the seccessionists in Mindanao having a different culture, philosophy, ideaology or beliefs which felt they were being left out in terms of development and progress by the national government. And when further intoxicated by the powers given to them would later want an independent state. They have a far much greater tendency to separate from the Republic than let's say a substate in Visayas for e.g.

And giving them the upperhand in resources in terms of political and economic, they might militarily or diplomatically, and with outside interventions by outside foreign powers with their vested interests, could succeed later on achieving complete autonomy and independence.

These separatist groups started out just bandits or terrorists being taken advantage by foreign powers via their intelligence agencies which desired a weakened and divided BALKANIZED PHL that is easier to be manipulated. Former British colony, Malaysia, which at times was said to have funded these people would want a weaker Philippines so that it won't pursue any further external military threat or diplomatic interest in their illegaly acquired Sabah and for a much longer time be preoccupied with internal threats in multiple fronts. Other cabal interests would want Phl National Gov't to lose its pie on the rich reserves of Oil and Gas in Mindanao. In the same result that we had lost our substantial stake at Malampaya. In that way we will be forever be a vassal state captived via the Debt trap to the Globalists, the Bilderbergers, the greedy financial cartel which also controlled the oil cartel and the US Federal Reserve and which wanted the nation's resources such as Oil and Precious minerals.

The Solution to the Mindanao problem is Progress and not the creation of a substate.

I hope Noy should learn from history and will not follow the same mistake as her mother who gave Sabah to Malaysia in making it just a mere implicit footnote in our Constitution. The Philippines might lose the Promise Land, Mindanao, if he gave in to every whim and caprice of every bandit or terrorist turned freedom fighters.

These region is considered to be the NEXT MIDDLE EAST in terms of Oil reserves much greater than that of Europe and Latin America combined and since the Middle East reserves are slowly getting depleted.

We should impose One Flag and All Filipinos, all in One Nation, whether one be a Muslim or an Ilocano or a Bisaya just like our patriotic forefathers like Andres Bonifacio had wanted.

Early last week, I predicted the creation of a “substate” in Mindanao this September under the auspices of the present government to accommodate the US’ little surrogates in that part of the country, the Moro Islamic Liberation Front (MILF). I explained to my three friends, noted “sons of Mindanao,” the oft-repeated pattern of attacks on government military units preceding all attempts at a US-imposed solution to the Mindanao territorial problem. At the same time, I informed them that rumors of a September substate implementation in fact emanate from circles within the government “peace panel.”

Since few still understand what a “substate” really means, I explained by way of a statement from the Independent International Commission on Kosovo (IICK): “The classic 19th century concept of sovereignty, even if it rarely pertained in practice, was a concept of absolute territorial sovereignty. In the 21st century, sovereignty is necessarily shared and dependent on agreements with a range of international actors.”

In that report, the concept of “earned sovereignty” was mentioned as integral to the substate, which unambiguously means eventual independence. It said, “Earned sovereignty is achieved… (whereby) the state and substate entity may both exercise sovereign authority and functions over a defined territory.” Moreover, “international institutions may also exercise sovereign authority and functions in addition to or in lieu of the parent state.”

Then, it gets more interesting: “The second core element is institution-building… Here the substate entity, frequently with the assistance of the international community, undertakes to construct institutions for self-government (while)… The third… is the eventual determination of the final status of the substate entity.”

And here’s the clincher: “In many instances the status will be determined by a referendum, while in others it may involve a negotiated settlement… Invariably, the determination of final status for the substate entity involves the consent of The International community … (emphasis mine)”

Since Kosovo is a prime example, then we should know that such a framework is no solution to the problem, given what we can see happening there today.

Kosovo, which is 92 percent Albanian and 8 percent other minorities (including ethnic Serbs), was radically destabilized in the early 1990s when it was still under Serbia’s moderate autonomous Rugova government. Back then, the US sponsored the Kosovo Liberation Army (KLA), which led a campaign of terror against the Serbs; thus, provoking the ultra-nationalists. The resulting internal strife subsequently provided the US the perfect excuse for a UN peacekeeping force.

Kosovo was thereafter pried apart from Serbia in 1999 after three months of the US’ bombing of Belgrade. The KLA eventually assumed leadership in Kosovo government, but is today under investigation by the Parliamentary Assembly of the Council of Europe (PACE) for many atrocities.

In early January, PACE voted to support a report by Swiss MP **** Marty that alleged “a criminal network tied to the Kosovo Liberation Army, KLA (which) executed prisoners and harvested their kidneys to sell for illicit organ transplant” (with) Kosovo Prime Minister Hashim Thaci as head of the operation.

Former International Criminal Court (ICC) Milosevic prosecutor Carla del Ponte at that time was also investigating Thaci until the US pressured for her removal.

However, despite the sordid background of the US’ allies in Kosovo, it declared independence in 2008, over the objections of Serbia, Russia, China, Spain and many other countries.

That will also be the eventual fate of the MILF substate. And the promise of a long-lasting peace is nothing but an illusion.

Just two weeks ago, July 26, BBC reported: “Kosovo police forces of the ‘substate’ of Serbia, Kosovo, made a ‘bid to take over two border crossing in the ethnic Serb north’… Kosovo police units, who came under fire, pulled back after Serbs refusing to recognize their authority took up arms and mounted roadblocks. Nato-led peacekeepers moved into the area to calm the situation. The US and EU criticized the Kosovan government for acting without consulting international bodies. The whole episode shows just how problematic the north of Kosovo remains.”

The UN peacekeepers intervened to keep the two sides apart and both economies continue to suffer. The end result of the substate concept and political arrangement is that where there was once a relatively genuine sovereign state, two puppet states emerge. As with Serbia and Kosovo, both puppet states today, the Republic of the Philippines will be diminished and the MILF will rise as a rival in the area so that both will be kept by foreign powers in constant conflict.

The new diminished Philippine Republic and the new substate of the MILF are all thanks to the “great patriotic peacemaking efforts” of the Cojuangco-Aquino clan, which has always led in creating “better conditions” for national dignity and sovereignty — from the oath of allegiance of Benigno S. Aquino Sr. and Aurora Aquino, grandparents of BSA III, to the Japanese conquerors; to Ninoy Aquino’s exposé of the Jabidah project to retake Sabah; to Corazon Aquino’s ceding of Sabah to Malaysia; and now, the new MILF substate.

We owe all these to the Cojuangco-Aquinos who are now riding the bandwagon of oil and natural gas having attended the MILF-PeNoy Tokyo talks, sharing the bonanza with J. Robinson West, chairman of PFC Energy and US Institute for Peace.

Such is the traitor class that the US has entrenched into power through various means, such as Hocus PCOS—the reason BSA III is only too willing to oblige lest he find himself soon in the same position as Gloria Arroyo today.

While this is happening, other treasonous rats also play — from the CodeNGO et al. gobbling up the P4-billion administrative cost of the Conditional Cash Transfer; to Purisima, Tentangco et al. wallowing in the fruits of RP surplus investments in their foreign investement partners. Truly, for as long as this traitor class remains in power, there is no hope for this nation.
