i know all the counties in california have it. it is possible that in some states the county water might be looked after by the state, the federal govt, or even private companies in some cases. it all really depends. theres a lot of political bs and infighting between agencies and govt programs when it comes to this sort of thing. i mean my company was always fighting with EPA, fish and game, and even other private water companies. at one point it got so bad that we were actaully fighting with the calfornia board of transportation for control of property.
