Well...they probably should as in SHOULD apologize, but as many ransackings and killings of towns in all of history...many dont apologize. It would be to hard on pride, saying that it was wrong and too violent. Im not saying its right, but its the truth in my opinion....

Collateral damage, as well as the fact that it wouldn't have happened if the Japanese weren't in the Philippines in the first place.

Japan has awaken America with those surprise attacks at the pearl harbour. And likewise they did the same thing to the Philippines.

If the victims were soldiers then there really isn't much to say. Still you have to obey the laws of war. But these were regular civilians.

What, the fact that he was under Japanese payroll during World War II to lead guerilla operations in Philippines against their own people?

Probably not. The Philippines isn't particularly vocal about it.

The "poor" Makapili is a militant group that served under the Japanese during the Second World War that has been accused of aiding Japanese war crimes and treasons by the Philippines government. Yeah, that's right -- It's members have been accused of aiding war crimes and treasons and put on trial by their own people and government.

QUOTE

Treaty of Paris in 1898, which Spain handed over Philippines to America.

QUOTE

Treaty of Manila in 1946, which America handed over the control of Philippines to the natives after deeming that they can sufficiently function by themselves.

What else do you need to have answered?

Also remember the Japanese troops slaughtered the civilian population of Manila during its defence against the Americans.
