^yeah on the rise, but the amount of ethnic violence actually went down at least in America. Esp. when the FBI took actions against KKK and militant white groups. And also multicultural vibrancy in the West esp. with the influx of new immigrants everyday. The so called "xenophobia" remains, its a continuing almost centuries long tendencies here in the U.S. but that's to almost forget the amount it has put on to create an open society. I guess that's the same to some degree for Russia, but you can't say "oh it's normal let's forget about it" when there are real threats. It's Russia's call.
