Sending ACT test scores, and mayb sat. Options

Ok i finally got my test scores, but Im not sure on how to send them to the colleges I've selected. When i go send the test scores, it says additional score reports and i have to pay for them. I thought sending the test scores was already paid off when I paid for taking the test. Or does it automatically send them to the colleges I picked when i registered when paying for the test?
Also is this the same for the SAT?

for ACT, you have the choice to send them for free RIGHT AFTER THE TEST but if you didn't choose so, you have to send it later on (on transcript through your counselor) and that costs some money

people still choose not to send that right away, because they want to see which one (if you test several times) is better

i have not taken the ACT yet, but that was what it said in the Princeton review
