Quirino’s 5-day Panagdadapun Fest starts

CABARROGUIS, Quirino - Deprived of celebrating its founding anniversary last year because of Typhoon Harurot, Quirino is celebrating its 33rd Founding Anniversary Monday until the weekend.


Only few Filipinos know about Quirino province. Not much has been heard about the province “created from the ribs” of Nueva Vizcaya.


It’s not surprising why. To get to Quirino from Manila, for instance, one has to travel 325 km north through winding mountain highways.


Land transportation is the only way to travel to this land-locked province, 80 percent of which is mountainous. The main artery of the national highway from Metro Manila traverses the province southward through Cordon, Isabela.


Compared to its neighbors, Quirino is a baby, having been born only 33 years ago through a law authored by then-Sen. Leonardo Perez.


Quirino, on the southeastern Cagayan Valley region, was a subprovince of Nueva Vizcaya until Republic Act 6394 was passed on September 10, 1971, declaring it an independent province.


It was named Quirino in honor of the late President Elpidio Quirino. The president at that time, Ferdinand Marcos, appointed Jose Aquino, an engineer, as lieutenant governor of the subprovince. Although RA 6394 was passed in 1971, it was only on February 10, 1972, that Quirino was formally established as a province, when its first elected governor, Dionisio Sarandi, took his seat. Cabarroguis became the capital town.


Before its birth, the area that was to become Quirino was a vast forest region in eastern Nueva Vizcaya. Tribal groups, such as the Negritoes, or Pugots and Bugkalots, inhabited it. These groups roam the hinterlands and dwell in the heart of the forest.


Present Quirino Gov. Pedro Bacani is highly optimistic that the road network connecting even the remotest barangays of his province will be totally paved soon.


“Accessibility is very vital and indispensable to a developing province like ours. We cannot advance with bad roads and without good bridges,” he said.


Another priority thrust of Quirino is the implementation of its livelihood and income-generating programs.


“Panagdadapun, a Bugkalot term meaning assembly, has been institutionalized as festival name for Quirino’s founding anniversary,” explains Quirino tourism officer Aurea Martinez. “Next on our agenda is to fully develop our tourist destinations,” Martinez said.


The Governor’s Rapids in barangay Divisoria Sur in Maddela town, a scenic spot which starts from Nagtipunan town, is a prime tributary of the mighty Cagayan River, and has been a consistent presidential awardee for being the cleanest inland body of water in the region.


The seven-stage Maddela Waterfalls and Forest Resort in barangay Dumabato Sur, with its enticing crystal water and jungle, is a new favorite among locals.


The 37-chamber Aglipay cave is ideal for spelunking, picnicking, as well as adventure photography. It is the site of religious rituals during Holy Week. Many believe that its channels underneath connect to the ones in Aglipay town.Though it did not escape man-made environmental degradation caused by unscrupulous outsiders who exploited its rich forest, Quirino has preserved its pristine beauty.


Corn and banana are the major crops of the province, particularly the towns of Maddela and Nagtipunan. Sugar cane remains a major crop, too, of Bannawag Sure in Diffun town, which produces the finest cane vinegar and local wine basi.


While the exotic narra is gradually vanishing from woodshops in the province as top furniture component, Quirino’s fine woodcrafts remain in the market as the homegrown gmelina stock replaces the national tree as prime woodcraft material.


“The log ban too,” says provincial tourism officer Aurea Martinez, “has driven many housewives in the province to shift from wood in the production of artificial flowers to fossilized leaves and grass,” With technical assistance from the Department of Trade and Industry, this cottage industry is seeing a potential in the world market.


But with the highly promising copper and gold mining potentials on the western border of the province, many believe that once the idle mineral resources in its boundaries are harnessed, it will not only provide substantial income for Quirino but could bail the country out from its foreign debt.

sir you really need to broaden you horizon, because prostitution, one of the oldest jobs in the world, occur everywhere even in tennessee, yeah right near where you live.
