Bank of Tokyo Mitsubishi plans to invest in PPP projects

MANILA, Philippines - The Bank of Tokyo Mitsubishi UFJ Ltd. wants to spend a portion of the $5-billion investment fund to various Philippine projects including the Public-Private-Partnership (PPP) program.

In an interview with reporters, Board of Investments (BOI) managing head Cristino L. Panlilio said there is a “keen interest” in the Philippines and the plan of the Japanese bank is to spend a portion of the $5 billion to various local projects including the PPP.

Panlilio said this was manifested during the recent Japanese trip of President Aquino. However, he said it is unclear how much exactly the investment will be, what particular project and when the investment will come in.

Gullible’s travels

The Americans and the Japanese are into something Philippine top leaders should be able to read to avoid man-made disasters, instability, and getting into regional armed conflict .

The Philippines is suddenly getting special attention from the giant economic powers – the USA and Japan.

President Benigno S Aquino III sits next to the most powerful person in the world, President Obama, president in a conference of world leaders, a picture that tells a million words. It is his second visit to the US in his first 15 months in Malacanang.

A week after the US trip, Aquino goes to see top political and business leaders of Japan and visit the Emperor. This is also his second trip to Japan after his secret meeting with a secessionist Muslim warlord.

In both visits he claims to have tightened relations with these countries and brought home billions of dollars in investments.

In the US, he gets a certificate of good housekeeping. This US pat on the head is better and more credible than reports of the Commission of Audit on the question of whether the country has gotten rid of corruption.

He also claims to have signed up investments in mining and services for billions of dollars. There is no doubt the Americans want our natural resources and the services of our countrymen in work the Americans refuse to do.

P-Noy made a big splash with the American interest in coconut water which prompted the Philippine Daily Inquirer headline: Americans gone loco on coco.

Given the American habit of double speak and hidden agenda, our country’s leaders should take a closer look at the fine print in what P-Noy has committed to foreign investors. We should make sure the Filipino was not “na-loko” (fooled).

We should learn from our mistakes. Had the majority of investors in agriculture and mining complied with what they promised the people, the country would not be dependent on imports for its food. Our farmers will be great drivers in the march to economic boom. But our farmers are now poorer than before because these investors have destroyed their farmlands.

If the commitments to investors are worth a closer look, so are the agreements that will put to risk sovereignty and security.

Opinyon smells something fishy in the outburst of applause from the USA and Japan on the performance of P-Noy. These two countries are at odds with China and the USA is looking for a reason to square off with China as the latter has started to show its economic might and testing the waters in a military confrontation.

Experts say that in less than 15 years, China will overtake the USA in military might as it has already overtaken USA on the economic scale.

This the US knows and will not allow to happen. n!p in the bud while the thorns are soft is the logical strategy. A military confrontation is possible this early.

Where will the Philippines factor in this game? We will know from the body language of President Aquino.

Philippine leaders, having also mastered the art of double speak like that of their American masters, are also experts in deception and in lying. P-Noy is no exception. This is the reason Opinyon is taking a close look at the President’s body language.

There is reason to suspect the special attention P-Noy gets from USA and Japan has something to do with the Spratly’s.

It is not only the USA that is wooing P-Noy. China recently announced the Philippines got the upper hand in bilateral trade. We exported to China in 2010 $2Billion more than we imported from the mainland China.

The Spratly’s are important to China for both regional security reasons and natural resources, mostly oil. The Americans are interested on Mindanao and by extension, the Spratly Islands for the same reasons.

Japanis behind the US in this regional maneuver with the Philippines as the battleground, the reason the secret meeting between P-Noy with the MILF leader was held in Japan.

The Japan meeting with Murad tells a lot about the attitude of P-Noy toward the Freedom of Information Bill. Had that bill been given priority by P-Noy and passed by Congress, he would face criminal sanction by continuing not to reveal the truths behind the Murad meeting in Japan.

And because we try to see the future from P-Noy’s body language, we will not know what morning it will be when we wake up to find we are already a country divided – Mindanao delivered to the Muslims and the Muslims moving to deliver Mindanao to the Americans.

False Hope, False Alarm by Erick San Juan


There were so many wild rumors emanating from coffee shop wags as to the real intention of President Noynoy's travel to China, U.S. and Japan. It started with his trip to China that coincided with Congresswoman Imelda Marcos open-secret trip to Beijing. There were speculation that it's all about the possible negotiation for the return of some Marcos accounts kept in China. When PNoy returned back to the Philippines, the only news that we got was that the anomalous transactions of the previous administration like the ZTE-NBN deal, Northrail, etc. will be revived with modification. Thanks to the Chinoy powerbrokers-carpetbaggers of the GMA government who are now rubbing elbows with PNoy and his loop.

Suddenly, Mrs. Marcos has been so quiet. But the rumor mill coming from some Marcos loyalists are boasting that this month of October will be a merry month not only for them but for all the Filipinos. The funds will allegedly be coming from the so called Asean-China Investment Fund, a private equity fund where it's unusual that the Swiss government will be involved together with the ADB(Asian Development Bank and the UOB(United Overseas Bank) are investors.

While in China, out of the blue, PNoy said that he has to go to the U.S. to meet with President Barack Obama and the big guns of Asia Society in New York and then he will visit Japan. My favorite Marcos loyalist friend said that there's a possibility that the American elites would like to get their piece of the action, reason why PNoy has to leave as soon as possible for the U.S. From America, instead of going straight to Japan, he returned back to Manila. In Japan, he got what he wants. According to news report- a new computer game for his favorite nephew, Josh and an audience with Emperor Akihito. But it got the ire of so many Filipinos when it was published in the newspapers that he gave US$ one million dollars to Japan's Tsunami victims when millions of Filipinos needs help too.Even Manila Standard columnist Jojo Robles made a hard-hitting observation that PNoy is insensitive and out of touch with the poor Filipinos. PNoy reportedly made a stupid act.

Even our oldies are up in arms as to the actuation of the president. Up to now many of our female senior citizens who were victimized during the second world war and became "comfort women" or "sex slaves" were not given justice by the Japanese government. The relatives of the so called "Jugun ianfu" or military sex slaves said that they are doubting the sincerity of the Japanese government in resolving these humanitarian problem which affected not only Filipino women but of many nations conquered by the Japanese during the war. What the surviving comfort women got up to now were unofficial apologies and meager financial awards where many of the surviving comfort women refused to accept.

The situation compounded when Typhoon Pedring hit Luzon and the president was bombarded by comments that he's nowhere to be found and tried to address the situation after the damage has been done. The finger pointing among government agencies worsened. Actually, the people are used to flooding but blaming Typhoon Pedring for making so many areas in Luzon like a water world is not justifiable. According to some local government officials, it was due to illegal logging and unprecedented release of water from several dams. According to PAGASA, the rainfall of typhoon Pedring was just 10% of Ondoy while that of Quiel was much SMALLER in volume. So who's the real culprit? According to activist Ferdie Pasion, most of our dams now are privatized. The dam operators DON'T want to release water before the typhoon arrives due to fear that the typhoon may not come or it will not be sufficient to replenish the water that were earlier released. Profit from electric generator is their priority vis-a-vis human safety and welfare.

My Opinyon publisher, Ray Junia, made a 'bulls eye' detail of what really transpired in PNoy's bothersome trips to China, US and Japan. In his latest analysis titled, 'Gullible's Travels', he said that the Americans and the Japanese are into something. Japan is behind the US in this regional maneuver with the Philippines as the battleground, the reason the secret meeting by PNoy with the MILF leaders was held in Japan. China could react to the bullying of US and Japan. It could call the bluff and we get pinned in the firefight. US could end up getting Mindanao, China getting the Spratly Islands and Japan getting it's share of our natural resources.

We never learned from our past mistakes...... Wake up!

Vatican to call for global financial authority

VATICAN CITY—The Vatican on Wednesday said it was preparing a series of proposals for reforming the global financial system that would include the creation of a “public authority with universal competence.”

A document entitled “For a reform of the financial system through the perspective of a public authority with universal competence” will be presented on Monday by the Vatican’s Pontifical Council for Justice and Peace.

The council’s head, Ghanaian cardinal Peter Kodwo Appiah Turkson, will present it, the Vatican press office said without adding further details.

Pope Benedict XVI has repeatedly called for an “intervention” by governments to tame financial markets and has emphasized the need to restore a fragile global economic system that is hurting poorest people the hardest.

“The global financial crisis showed the fragility of the current economic system and of the institutions associated with it,” the pope said in April.

He said the crisis had also demonstrated “the mistake of continuing to think that the market is able to regulate itself without public intervention.”

He has not even been officially installed, but new Manila Archbishop Luis Antonio Tagle has already been tagged as a “papal contender” by a respected international Vatican watcher.

Writing in his blog, CNN Senior Vatican analyst John Allen Jr. tagged the 54-year-old prelate as a “new papal contender,” describing Tagle as “a rising star in the Asian Church” and his appointment by Pope Benedict XVI deserved “to be on the global Catholic radar screen.”

“The big news from the Philippines has been the October 13 appointment of Luis Antonio Tagle as the new Archbishop of Manila, putting him in line to become a cardinal the next time Benedict XVI hosts a consistory,” Allen said in his blog at the National Catholic Reporter (NCR) website.

“Youthfulness aside, a striking number of people who know Tagle believe that this is a guy who, one day, could be pope,” Allen said.

“Even if that doesn’t pan out, Tagle is destined to be an important face and voice for the burgeoning Catholic population in Asia and the entire developing world, and that makes him someone worth getting to know,” he added.

Allen notes that Tagle was known for his humility, humor, warmth, simplicity, ability to explain complex theological ideas in layman’s terms, while not being afraid to raise questions about controversial church issues.

“Although a loyal churchman, Tagle is unafraid to raise tough questions (at the 2005 synod, he pointedly said the church must confront the priest shortage, which struck some as a way of hinting at flexibility on celibacy) or to challenge what he considers abuses (some of the toughest language you’ll ever find denouncing clerical arrogance and privilege is in his writings),” Allen said.

During that 2005 synod of bishops in Rome, Tagle raised his concerns about the shortage of priests during Vatican’s own press conference where he was one of the presenters.

“Theologically and politically, Tagle comes off as balanced. He’s taken strong positions against a proposed ‘Reproductive Health’ bill in the Philippines, which includes promotion of birth control. Yet his towering social concern is defense of the poor, and he’s also got a strong environmental streak,” Allen said.

He described Tagle as a “gifted communicator, making him a highly sought-after speaker and media personality.”

“He drew rave reviews for his performance at a 2008 International Eucharistic Congress in Quebec, where observers say he brought an entire stadium to tears,” Allen said.

“Vatican-watchers also rated him among the most impressive contributors to both the 2005 Synod on the Eucharist and the 2008 Synod on the Word of God. He’s also a very 21st century prelate—he hosts a program on YouTube and he’s got his own Facebook page,” he added.

Allen has noted that while Tagle, at 54, is “in church terms…still a kid,” the new shepherd of Manila’s 2.7 million Catholics was already seen as “a rising star in the Asian Church.”

“The story goes that back in the mid-1990s, when then-Cardinal Joseph Ratzinger introduced Tagle to Pope John Paul II as a new member of the Vatican’s International Theological Commission, Ratzinger jokingly assured the pope that the youthful-seeming Filipino had, in fact, received his first communion,” Allen said.

“(After theological studies abroad, Tagle) quickly came to be seen as a rising star in the Asian church, explaining his appointment in 1997 to the Vatican’s main doctrinal advisory body,” he added.

Fr. Joseph Komonchak, one of the leading Catholic theologians in the US and Tagle’s doctoral teacher at the Catholic University of America, said Tagle could have become the “best theologian” in Asia if he had not been appointed bishop.

“He was one of the best students I had in over 40 years of teaching, but as intelligent and diligent as he was, he was perhaps better known and loved by his professors and by his fellow students for the simplicity and holiness of his life,” Komonchak said in the blog of Commonweal magazine.

“He could have become the best theologian in the Philippines, or even in all of Asia, if he had been given the opportunity, but in his country the demands for the kind of teaching and preaching that he can offer are so many that a man of his talents will never have much time for reading and writing,” he added.

Allen and Komonchak also touched on Tagle’s association with the controversial Bologna-based “History of Vatican II” project, which has been criticized by conservative Catholics — including in the Vatican’s own newspaper L’Osservatore Romano — for providing a “liberal” interpretation of the historic Second Vatican Council.

“Tagle served for 15 years on the editorial board of the Bologna-based ‘History of Vatican II’ project founded by Giuseppe Alberigo, criticized by some conservatives for an overly progressive reading of the council,” Allen said.

Komonchak said Tagle wrote the chapter on “Black Week” or the last week of the third session of the Council in 1964. It came out in volume four of the five-volume “History of Vatican II.”

Tagle’s association with this “liberal” Catholic project makes his appointment more intriguing since the Pope is known for his conservative views on Catholic doctrine.

“It is good to know that such an association is not enough to make oneself entirely persona non grata in the Vatican. I suspect that it was (Tagle’s) work on the International Theological Commission that impressed the present Pope,” Komonchak said.

Allen said Alberto Melloni, an Italian academic and writer who has been directing the Bologna project, called Tagle “a thinker of real value” whose dissertation represented an important chapter in the history of Vatican II, and someone who’s “talented and serious.”

“Back in the Philippines, it would be a gross understatement to say that Tagle, who goes by the nickname Chito,’ is simply well-liked. In truth, most Filipino Catholics I know love the guy — for his warmth and humor, for his simplicity (he routinely eschews clerical dress), for his ability to express complex ideas in attractive and understandable argot, for his balance and openness, and for his lack of ego,” Allen said.

“He actually told a Catholic radio station in the Philippines this week that when he first heard he was going to Manila, he didn’t tell anybody, because ‘I thought maybe the pope would change his mind,’” he added.

Allen noted that one Filipino commentator noted Tagle as having “a theologian’s mind, a musician’s soul and a pastor’s heart.”

“In the Imus diocese, Tagle was famous for not owning a car and taking the bus to work every day, describing it as a way to combat the isolation that sometimes comes with high office,” Allen said.

“He was also known for inviting poor beggars outside the cathedral to come in and eat with him; one woman was quoted this week describing a time she went looking for her blind, out-of-work, alcoholic husband, suspecting she might track him down in a local bar, only to find that he was lunching with the bishop,” he added.

Allen added that another “typical story” happened after Tagle arrived in Imus when a small chapel located “in a run-down neighborhood was waiting for a priest to say Mass for a group mostly made up of day laborers at around 4 a.m.”

“Eventually a youngish cleric showed up on a cheap bicycle, wearing simple clothes and ready to start the Mass. An astonished member of the congregation realized it was the new bishop, and apologized that they hadn’t prepared a better welcome,” Allen said.

“Tagle said it was no problem; he got word late the night before that the priest was sick, and decided to say the Mass himself,” he added.

Being among the top four Catholic countries in the world in terms of population, the Philippines could be considered as a “Catholic superpower” and one of the nations destined to be “pace-setters in the church of the 21st century,” Allen said.

If he is destined to be a Pope, so be it. The treasures/gold that belongs to the Philippines, is better managed by Filipino to distribute it...^_^ Distribute to all poor countries that needs it, and it will be start of the Golden Age for all the inhabitant of this precious planet.

Also known as Bishop Chito Tagle of Cavite, he is one of the few people well aware of the tunnels under the province of Cavite. Below is a copy of the email from former Rep. Gilbert Remulla on those tunnels:

I heard about that story as well. Bishop Chito
Tagle was the one that informed me that there are
tunnels that line the province one of which is under
the Imus Cathedral. I'll check it out. Thanks for the
suggestion and for reminding me.

On the other hand, I do wonder Why PNOY is reluctant to have a retaliation to the criminal? to suspend temporary the ceasefire?

What did Pnoy and Murad agreed together with Japanese government in Japan in the previous month? It seems that Pnoy is afraid to the MILF after the meeting? Are they untouchable now? After the death of 19 soldiers, they have another attack that brings the death of 8 soldiers?


They agreed that Japan will give investment to Philippines BUT, in exchange for Mindanow resources/golds given to Japan? Japan wants to have a Moro substate so that they can transact with Muslim directly wihtout PH National ov intervention?

Its not clear on me, any conspiracy theory/ideas/analysis?

as analysis, Japan cannot transact to Muslim mindanao. I do not wonder why MILF did that to the soldiers, Why did the soldiers go to the area of MILF if they know they are going to be killed? Pnoy is still closing his eyes and mind that he can talk to MILF, para makapagtransact sila ng para sa kanila lang. Ang gusto ng Japan mabuksan uli ang accounts not the resources/golds in mindanao, para makuha nila ang sa kanila at makuha naman natin ang atin. Bakit hindi pa tulungan ni Pnoy ang lumalapit sa kanyang holders and signatories that matagal na syang aware sa mga ito.
