Milatry Probes Procurement of UAV
Tentara Nasional Indonesia (TNI), Indonesian military currently is probing procurement of Unmanned Arial Vechicle (UAV) needed for the Indonesian military. A team of seven high ranking officers were sent to Israel for the purpose. According to Tempo source, the officers were Air Force Col. Madar Sahib as head of the team with members consisting of Marine Col.Wedjango, Col. Asep Samarudin, Lieut.Col Tjetjep Rahadi, Lieut.Col. Agus R. Supriyadi, Air Force Lieut.Col. Sri Pulung and Lieut.Col. Tyas Nur Adi. The source mentioned that a budget of US$5 million is allocated for the UAV. The procurement is not the first for Indonesia, in the past TNI bought 34 A-4 Skyhawk jet fighters and recently, a surveillance camera from Israel. On the matter, the Defence Ministry when asked, gave no comment. While Air Force spokesperson, Marshal Daryatmo admitted that he was not aware of the said procurement probe. In connection of the issue, Angkasa's source revealed that the Air Force has plan in establishing a new squadron --- the UAV Squadron. (ds) New Defense Ministry Contract for DI The country aircraft manufacturer, PT Dirgantara Indonesia (DI) acquired new contract orders worth Rp 125, 4 billion from the Defense Ministry for one unit of NC-212-200 aircraft and two NBO-105 helicopters and one NBell-412 helicopter for the Indonesian Army and Navy. Further in a press release recently, the ministry noted that in the first contract order the Indonesian Navy and PT DI signed on August 30, was for one unit NBO-105 and one NBell-412 worth Rp 87,4 billion. The second and third contract orders worth Rp 38 billion were signed September 18, for one NBO-105 helicopter, one unit NBell-412 and a NC-212-200 fixed-wing aircraft. No date was mentioned of the deliveries. (ds) |

Hundreds More Indonesian Peacekeepers Headed To Lebanon
03:54 PM, November 24th 2006 Hundreds more Indonesian soldiers were scheduled to leave for Lebanon on Friday to join a United Nations peacekeeping force, a military official said. A group of 235 soldiers left for Lebanon late Thursday night, and 471 more would depart late Friday and Saturday nights, said Maj Muhammad Irawadi, spokesman of the Indonesian peacekeeping force. An advance team consisting of 125 soldiers, including the son of Indonesian President Susilo Bambang Yudhoyono, is already in Lebanon preparing for the arrival of the main body of 706 soldiers. The United Nations hopes to deploy a force as large as 15,000 soldiers, mainly from European nations but also countries with Muslim-majority populations, including Indonesia and Bangladesh. The mission is to keep the peace after a month-long war between Israel and Hezbollah militants that ended with a ceasefire in August. Israel had previously protested Indonesia's offer to send troops, insisting that peacekeepers should only come from countries which have diplomatic relations with Tel Aviv. Israel later relented, given that Indonesia has participated in previous UN peacekeeping missions in the Middle East. Although Indonesia, the world's largest Muslim-majority nation, does not recognize Israel, the two countries do have business and trade contacts. Israel also sent humanitarian aid after the 2004 Indian Ocean tsunami, which devastated parts of Indonesia's Sumatra Island. |

If the Indonesian government approves the loan, Indonesian military will spend $200 million of this sum to buy Russian Mi-17 combat helicopters. If we didnt bought these fantastic aircrafts, were still dependend from a handfull of F-5E/Fs and 2 F-16s to defend our country. Those aircrafts are armed with only some AIM-9s, with a range of 8 km. Maybe there are some problems with the maintenance, but thats because of budget shortages.... |

Army light transporter overshoots in Bandung airport BANDUNG (Antara): Low clouds hanging near Husein Sastranegara Air Force Base in Bandung forced Tuesday an Army CN-212-200 light transporter to overshoot during landing although there were no casualties. The air base commander, Col. Dwi Djatmiko, said the accident took place at about 7:40 a.m. and believed it was caused by limited visibility due to low clouds. "Clouds are usually found at no lower than 1,000 feet in normal condition but there were clouds below 1,000 feet. "Low clouds obstruct the pilot, Capt. Yudianto, visibility toward the runway. The airplane was already at the end of the runway when he had clear view. The pilot forced the airplane to land making it overshoot and stopped in grass field some 100 meters from the runway's edge," said Dwi. The forced landing caused the right landing gear to blow and had to be replaced before being evacuated at about 9:15 a.m. to a hangar belongs to state aircraft manufacturer PT Dirgantara Indonesia. The air base also serves civillian flights as well as serving as PT Dirgantara Indonesia's assembly plant and headquarters. The ill-fated transporter flew from the Pondok Cabe airfield in Ciputat, Banten carrying soldiers from the 330th Raider Battalion of the Army's Strategic Command on parachuting training mission. An Air Asia flight coming from Kuala Lumpur had to be directed to Soekarno-Hatta International Airport in Cengkareng, Banten at about 8:40 a.m. as workers were still evacuating the light transporter. "Kalau masih bisa dipakai kita pulangkan, kalau rusak sama sekali saya kira kita buang saja," kata Menhan Juwono Sudarsono, di Kantor Presiden, Jakarta, Selasa. Menhan mengatakan tidak ada ganti rugi terhadap pesawat yang tertahan di AS tersebut karena Indonesia terkena embargo dari negara adikuasa tersebut. Namun, katanya, Sekjen dan Dirjen Perencanaan Pertahanan Dephan sedang menyelidiki siapa penanggung jawab asuransi pesawat tersebut. Mengenai suku cadang pesawat yang didatangkan dari Korsel, Juwono mengatakan, negara ginseng tersebut memberitahukan akan mengapalkannya secepat mungkin agar Indonesia dapat menerbangkan kembali dua sampai tiga pesawat F16 dan F5. Pesawat dan suku cadang milik TNI AU yang hingga kini masih tertahan di beberapa negara adalah satu pesawat F5 Tiger yang tertahan di AS, suku cadang F5 Tiger yang tertahan di AS, Inggris, Belgia, Brazil, Korea Selatan, Malaysia dan Singapura. Selain itu, suku cadang F16 Fighting Falcon juga tertahan di AS dan Korea Selatan. Suku cadang Hawk 109/209 juga masih tertahan di Inggris dan mesin serta suku cadang A4 Sky Hawk masih tertahan di Selandia Baru. Akibat embargo AS tersebut, tingkat kesiapan pesawat-pesawat tempur TNI AU hanya mencapai 35 persen dari seluruh kekuatan yang ada. (antara) |

RI, India ponder joint production of military arms
The Jakarta Post, Jakarta Indonesia and India are planning to jointly produce military equipment and maintain their common Russian-made hardware, with a bill on the cooperation set to be deliberated soon. The agreement would strategically develop the local defense industry and create many opportunities for technology transfer, military analysts say. Andi Widjojanto from the University of Indonesia said India was a significant military equipment producer and had cooperated with Russia since the 1970s. "India has a license from Russia to produce its equipment, so we can be sure that we're working with a very reliable source," Andi said. Politically, working with India would be a way for Indonesian to help ASEAN nations to check the power of China in the region. "With India, and even Australia and New Zealand as ASEAN's partners, power will be balanced," he said. A licensed producer with an established defense industry, Andi said India could offer a model to develop local industries with players like PT Pindad, PT PAL and PT Dirgantara Indonesia benefiting. "The key is transfer of technology. It's essential to remember that the government will have to boost other industries to develop the local defense sector, such as the raw chemical, metal and mechanical industries," he said. Indonesia has relied heavily in the past on the United States for its weapons and military equipment. That changed when the U.S. slapped an embargo on the country in 1992 after soldiers committed human rights abuses in East Timor. While all restrictions on U.S. military assistance were lifted this year, the government is seeking to diversify its suppliers of military equipment. It has agreed to buy Russian weapons worth US$1 billion during the next five years, with the first shipment not expected until next year. Defense Minister Juwono Sudarsono said he would make sure that Indonesia benefited from the cooperation. The plan to jointly manufacture arms has also won the support of the House of Representatives, with a bill on the defense cooperation with India scheduled to be deliberated soon. House defense commission member Afifuddin Thaib, of the Golkar Party, said the cooperation was of huge importance. Growing global security threats meant Indonesia needed to strengthen its defense system, he said. Presiden di Rusia untuk Perkuat TNI Oleh Wisnu Nugroho St Petersburg, Kompas - Presiden Susilo Bambang Yudhoyono dan rombongan, Rabu (29/11), tiba di Bandar Udara Militer Pulkovo St Petersburg, Rusia, setelah beberapa jam sebelumnya bertolak dari Tokyo, Jepang. Puncak kunjungan kenegaraan tiga hari di Rusia adalah pertemuan Presiden Yudhoyono dengan Presiden Rusia Vladimir Putin untuk kerja sama di bidang pertahanan guna memperkuat dan memodernisasi TNI. "Rusia adalah mitra lama kita sebelum tahun 1965. Perubahan politik dunia dan nasional membuat hubungan kita pasang dan surut. Hubungan kita semakin membaik setelah Perang Dingin usai," ujar Presiden di dalam pesawat saat melintasi Samudra Pasifik, Rabu kemarin. Selain kerja sama pertahanan, dengan Rusia juga akan dijalin kerja sama di bidang energi, khususnya nuklir untuk kesehatan dan teknologi. Kerja sama di bidang pertahanan untuk memperkuat persenjataan TNI dilakukan karena industri strategis nasional belum mampu membuat persenjataan yang dibutuhkan untuk modernisasi TNI. "Kita tetap mengutamakan produk pertahanan dari industri strategis dalam negeri dengan harga yang bersaing. Kita membeli produk luar negeri karena kita belum mampu membuatnya sendiri," ujar Presiden. Pembelian persenjataan TNI dari Rusia bukan tanpa alasan. Pengalaman kesulitan saat embargo persenjataan dan perlengkapan militer oleh Amerika Serikat beberapa tahun lalu membuat Indonesia kembali ke Rusia. Indonesia juga membeli persenjataan dan perlengkapan militer dari Perancis. "Tidak baik kita sangat bergantung pada produk salah satu negara," kata Presiden Yudhoyono. Harga pantas Untuk kerja sama dan pembelian persenjataan TNI, Rusia memberikan pinjaman lunak (state loan) sebesar satu miliar dollar AS. Pinjaman lunak itu akan digunakan untuk memenuhi kebutuhan esensial minimum TNI. Untuk itu, pemerintah akan menggenapi empat pesawat tempur Sukhoi menjadi satu skuadron (10) unit) pada tahun 2007 dan 2008. "Dengan satu skuadron, efektivitas Sukhoi bisa dihitung," ujarnya. Kunjungan ke Rusia juga digunakan Presiden untuk mendapatkan harga yang pantas atas persenjataan dan peralatan TNI yang dibeli. Komunikasi langsung government to government memotong jalur calo dan broker yang membuat harga produk pertahanan sangat mahal dan membebani APBN. Untuk keperluan pembelian, kerja sama, dan perjanjian di bidang pertahanan, Sekretaris Jenderal Departemen Pertahanan Sjafrie Sjamsoeddin telah bergabung dengan rombongan Presiden Yudhoyono di Jepang sebelum bertolak ke Rusia. |
