The percentage of women with std for all races were higher than men was because women are more likely to get an STD. Not because they're whores or anything but because they physically are more susceptible to any STD due to the their physical anatomy.

Where does it say that women always have more STD than men?

If you look at these statistics from the World Health Organization (WHO), in East Asia, the STD rate for men and women are almost the same. Sometimes the women are slightly higher and sometimes the men are slightly higher.

I don't see any region where the women always have 4 times more STD than the men.
