Philippines may win claim over Benham Plateau in 2012–DENR

MANILA, Philippines — The Philippine territory might expand next year by 13 million hectares or an area bigger than Luzon when the country wins its claim over the Benham Plateau also known as Benham Rise, Environment Secretary Ramon Paje said on Monday.

The Philippines is the only claimant of Benham Plateau, located in front of Isabela and Aurora provinces or a portion of the Eastern Seaboard.

Paje said the land was discovered in 1933 but the Philippines only filed its claim at the United Nations on the Law of the Seas (UNCLOS) in 2008.

And the government is confident that it would get a favorable resolution on the case when the UNCLOS meets in June 2012.
“This is bigger than Luzon. This is Luzon plus Samar and Leyte,” Paje said at a press conference after attending a budget hearing in the Senate.

“This very relevant because it is rich in mineral and gas deposit,” he said, “It contains solid methane.”

Senator Frankilin Drilon, chairman of the Senate finance committee, said the Philippine territory would increase to 43 million hectares from the present 30 million hectares.

Once the Benham Rise was established as part of the Philippines, Drilon said it would now give legal basis for the country to enter into exploration agreements with private entities.

The United Nations (UN) may grant an additional 13-million-hectare territory to the Philippines in 2012, the Department of Environment and Natural Resources (DENR) said Monday.

During the day’s Senate finance committee hearing on the DENR’s proposed budget for 2012, Sec. Ramon Paje said the UN may grant the Philippines' claim to the Benham Rise, a 13-million-hectare undersea region east of the country near Aurora province.

"They (UN) intend to pass the resolution sometime in the middle of 2012 giving us this claim, approving this claim as part of the Philippine continental shelf," he said.

Paje said that the Benham Rise, which is bigger than Luzon, Samar, and Leyte combined, is being claimed solely by the Philippines because it is the only country within 200 nautical miles of the plateau.

"We have to go through the process pero walang conflict," he said.

Paje said that the territorial claim is relevant to the Philippines because they found mineral and gas deposits in the Benham Rise.

"It contains solid methane. This is very important to us," he said, adding that there might also be oil deposits in the area.

Paje added that with further exploration, there is a possibility that the country may be exporting gas in the future.

"We have been saying this in the past, this country can provide for its own energy source," he said.

The DENR chief said that Philippines currently has 30 million hectares of terrestrial territory and 240 million hectares of maritime territory. - KBK, GMA News

Not really. This time, it's the Okinawans and other Ryukyu Islanders. Although they don't give a damn about it, anyway, so it's 100% Filipino!
