Its peanuts,vegetable,fried beef,and the white stuff is deep fried,they call it shrimp chip(虾片),but I think its just fried starch.

We do eat gỏi with bánh phồng (that shrimp cracker), but we don't use beefs, and the so-called "salads" aren't put in the middle of the shrimp cracker like that. I think it's been altered for Chinese customers.
