Prime Minister Socialist Republic of Vietnam Hanoi, Vietnam Dear Mr. Prime Minister: The Unrepresented Nations and Peoples Organization. (UNPO) would like to present its compliments to the Socialist Republic of Vietnam and wishes to draw your attention to the following matters.Khmer, French, Vietnamese The UNPO is an international organization created by nations and peoples who are not represented in the United Nations. Founded in 1991, the UNPO today consists of over 50 nation-members, representing over 100 million people. The UNPO’ s goal is to offer an international forum for occupied nations, indigenous peoples, minorities, and oppressed majorities who currently struggle to regain their lost countries, to preserve their cultural identities, to protect their basic human and economic rights and to safeguard the natural environment. It came to our attention that on June12, 2002, the spokesman of the Ministry of Foreign Affairs of the Socialist Republic of Vietnam raised the issue of the Khmer-Krom in Vietnam to the world’s attention. The UNPO wishes to react hereto. The objectives of the UNPO for the Khmer-Krorn people are peace, political stability in Vietnam, mutual trust, respect and harmonious co-existence between the Khmer-Krom and Vietnamese peoples. Despite the gravity of the situation, the UNPO has always had a positive perception regarding dialogue and communication between the two parties through mutual understanding. I would like to take this opportunity to introduce to you the Khmers Kampuchea-Krom Federation (KKF), a UNPO member. The KKF is a leading non-violent international organization advocating for the Khmer-Krom' s rights in conformity with the United Nations and international laws. Because of its nonviolent principles, the KKF has been accepted by many governments and international organizations worldwide. I would like to ask your consideration regarding the enclosed letter. The content addresses the problematic issues, which have been avoided for years. In reference to the reign of King Chey Chetha II of the Khmer Empire and Lord Nguyen Sai Vuong of Vietnam since 1620 to date, these issues have brutally and repeatedly rifted the Khmer-Krom and Vietnamese apart during the last four centuries. This unfortunate history has made the Khmer-Krom a victim of many atrocities and massacres, causing their existence as a people to be questioned. The intent of this letter is to appeal to you for your understanding concerning the Khmer-Krom issue. UNPO hopes a long-term solution can be established for the two peoples and the region. Reference is made to at least six significant problems, which make the Khmer-Krom people feel they are being betrayed, oppressed, threatened, deceived and badly treated. Similarly, I would like to ask for your consideration in reference to a number of steps, as stated in the appeal, which could eventually lead to a solution with the main aim to achieve a long lasting friendship between the Khmer-Krom and the Vietnamese. On behalf of the UNPO, I take this opportunity to thank you for your kind attention. Please accept our sincere appreciation for your full consideration regarding the aspirations of the Khmer-Krom and the UNPO. The UNPO awaits your kind reply, at your earliest convenience |
