World Bank đánh giá luật lệ kinh doanh các nhà đầu tư gặp phải khi vào đầu tư tại một nước theo 10 tiêu chí, từ lúc bắt đầu thành lập một doanh nghiệp cho đến những đảm bảo có thể có được.

Ngân hàng cũng xem xét tín dụng, thuế, trao đổi mậu dịch xuyên quốc gia cũng như việc thực thi các hợp đồng và đóng cửa một doanh nghiệp.

Tại Singapore chỉ cần qua 6 thủ tục và 6 ngày để thành lập một doanh nghiệp, trong khi tại Indonesia phải mất 97 ngày và qua 12 bước.

Trong vùng Đông Nam Á, Thái Lan xếp hạng 18, Malaysia hạng 25. Việt Nam đứng thứ 104/175, tụt sáu hạng so với năm ngoái.

Nhưng World Bank đánh giá Việt Nam hơn Philippines (126), Indonesia (135), Campuchia (143) và Lào (159).

Trung Quốc xếp hạng 93 nhưng đó là một sự tiến bộ đáng kể từ vị trí 108 trong năm ngoái, và ược đánh giá là một trong 10 nước có nhiều cải tổ nhất để giản đơn hóa thủ tục kinh doanh.

Nền kinh tế đang lớn mạnh khác ở Á châu là Ấn Độ xếp hạng 134, lên bốn bậc, nhưng sau Pakistan (74), Bangladesh (88) và Sri Lanka (89).

Trung Quốc hơn Ấn độ về thủ tục cấp giấy phép kinh doanh, thuê mượn người, đăng ký địa ốc, thực thi hợp đồng, mua bán qua lại và đóng cửa doanh nghiệp.

Nhưng thủ tục mở doanh nghiệp ở Ấn Độ đơn giản hơn, xin tín dụng, thuế khóa, và biện pháp bảo vệ các nhà đầu tư tốt hơn so với ở Trung Quốc.

There are just too much red tapes in Vietnam. To do anything, you have to go thru layers of bureaucracies so it takes longer to open a business there. Singapore ranked #1 becasue it only takes 6 documents and 6 days to open a business while others can take more than 100 days and dozens of documents.

Vietnam needs fast and major reforms to catch with the rest of the world.

One thing that confuses me is we hear that Vietnam is growing economically and is reforming; however, the score is not gettting better recently, but worse. I don't get it. icon_sad.gif

maybe other countries have more faster and major reforms than Vietnam. It'll be interesting to see how Vietnam performs after entering WTO.
