I was at this party with this white kid who had dreads. He hadn't cut his hair in 7 years lol it was almost down to his waste. His dreads were pretty tight though. Personally I think dreads can pretty much look good on anyone as long as they take care of them. Too many people grow their hair out, make $hitty looking locks, and think they're cool. Also like fcm said having dreads doesn't make you rasta and not having dreads doesn't mean you can't be rasta. I think
