No, Vietnam is not one of them.

Three most corrupt countries in Asia are
Philippines, Indonesia, and Thailand.

It looks like corruption is extremely lively in Asia, and about as welcome as cholera epidemics in a city where open sewers are in contact with the drinking water. If it's any consolation, I notice that Afghanistan, Burma, Iraq and Pakistan are not listed - I would presume that their indexes would easily top off the charts, and easily burst through that arbitrary 10.0 upper bound. On the other hand, Afghanistan, Burma, Iraq and Pakistan would easily fit a designation specially created for them: failed states. Whatever the Philippines' infamous ranking in this survey, they can take a measure of comfort that they are not a failed state.

Vietnam more corrupt than India, the PRC and Macau? Now, that's cause for embarassment.

That interpretation is valid only if the authors of the survey relied exclusively on clippings from the local press. The newspaper Thanh Nien seems to be pretty open about corruption, although it may or may not be reporting every instance of corruption that should be brought into the open. At any rate, the information control reach of the Vietnamese government does not extend to the foreign investors, NGOs, the UN and international institutions such as the IMF and the World Bank, who have been outspoken about the corruption issue.

If the designers of the survey polled the Viet Kieu business owners and the foreign investors, then the survey is relatively reliable. If they relied instead exclusively on reading newspaper clippings, then the results of the survey may indeed be skewed in favor of the PRC and Vietnam. So the methodology is key to determining whther the survey is reliable. Since the authors called their effort a "survey", I am assuming that the authors of the survey were interviewing live respondents.

The PRC is a huge country. It is perfectly possible to run a survey in a small part of the PRC and find the place awash in corruption, and it is possible to poll say the PRC's state bank which is relatively free of corruption and professionally run and conclude that the PRC's corruption issue is not that sizable. Given that the PRC's governance is far weaker than its economic growth rate and that the government has not taken any significant steps to improve governance, I'd say that the PRC has a serious corruption problem.

Even if we are not on the top three, we still need to work on our problem since we are only one place away from receiving a bronze metal for most corrupt countries in Asia.

Usually in the Olympics, the top three are rewarded. Since Thailand and Indonesia are tied for 2nd place for Silver, I guess Vietnam deserves Bronze.

Vietnam needs to improve more so it can surpass India in doing a better job at tackling corruption. It needs to get into the 6.0 range.

“The two leaders shared views on the need to strengthen peace and security in the South China Sea especially under the 2002 Asean Declaration of Code of Conduct on parties to the South China Sea,” she said.

Fajardo described the meeting as “warm and cordial” where Mrs. Arroyo thanked the Vietnamese leader for the “good cooperation” that allowed the Philippines to buy rice from Vietnam during the rice shortage last year.

“They are working on a defense cooperation agreement which will further advance the collaboration on maritime security and cooperation,” she said.

Fajardo said Mrs. Arroyo and Dung also committed to work for deeper maritime cooperation between the two countries, including joint oceanographic and marine scientific expeditions.

“And the two leaders shared the view that the two countries will (work in) consultation on issues concerning the extended continental shelf,” she said, referring to the setting of territorial boundaries that have implications on the claims to the Spratlys.

During the meeting, Mrs. Arroyo also noted the expanding bilateral trade at $2.2 billion that surpassed the $2 billion target for 2010.

The two leaders also committed to support each other’s aspirations in multilateral organizations, with Dung expressing Vietnam’s support for the Philippines’ bid for the position of Deputy Director General of the International Organization for Migration.

Its nice to see that these two countries are moving away from corruption. Slowly, yet progressively. And its also nice to see diplomatic relations between the Philippines and Vietnam finally hit mainstream. A lot of people dont realize that Vietnam and the Philippines can actually prove to be strong allies, Esp since we are directly an ocean away.

Btw that bridge picture is kind of cool.
