Looks like Dragan Stojkovic to me, he played for the J-League side Nagoya Grampus Eight, then managed by Arsene Wenger and had Gary Linekar.
He was superb for them and was named MVP in Japan in 1995. He's a legend for the Serbian and Montenegro (previously Yugoslavia) national side and is now the president of Red Star Belgrade.
