Simple, she's a stupid moron. I wouldn't tangle with her though unless I have the following:
1) A lot of time on my hands (court hearings)
2) Sustainable Income
3) Tolerance for immense drama

If you fulfill the above three requirements the latter is simple. It's almost a game of chess where you try to check-mate her before she does you. More often than not every case and every victim through the judicial system has come to a draw, never a decisive victor. And yes, she does have a designated lawyer who looks out for her interests, I have his name somewhere in my files.
If she is still online then all you need to do is transgress into her cyber domain and let her get to know you, you would have to reveal your information to her as a means to lure her, once you have, this is where the drama starts. She will send police after you, etc, etc, and your hope is you can make her slip where she files a general grievance against you. She will likely go to the district attorney and file a claim on false premises' at which point she will have to reveal her name and address. You can file a counter law-suit against her and grivances thereafter.
But, if this seems too long-winded, here's another suggestion. That's the public realm for the state of maryland. She does not reside in DC fyi. I will let you do the name searching, just remember, its a variance of the name, stick to last names, first isn't strictly important but it'll be obvious.
I would like to know why you're so interested in all this though, it peaks my curiosity. Believe me, had I "time" I would not only strip her family of every dollar they have through consequtive court appeals but also ensure that society is safe from this lunatic. Unfortunetly, life takes priority over this cyber stalker.
