Convergence between Manila and Beijing over Spratly Islands


Manila (AsiaNews/AFP) – Filipino President Gloria Macapagal-Arroyo announced closer economic and military cooperation between Manila and Beijing in the area of the disputed Spratly Islands in the South China Sea. "We hope," the President said, "to transform the South China Sea from an area of conflict to an area of co-operation".

China, the Philippines, Brunei, Malaysia, Taiwan and Vietnam –all more or less equally distant from the archipelago– claim sovereignty over the Islands. Except for Brunei, they have all sent military personnel to the area.

Last week President Arroyo announced a three-year plan that would see the Philippines and China map the Islands' oilfields. "President Hu [Jintao] said that our ties can become even closer if we now begin to undertake defence co-operation," Ms Arroyo said. "He asked me to instruct my secretary of defence to go to China to pursue this new phase of our relationship," she added.

President Arroyo's announcement represents a U-turn in the relationship between the two countries. In the past, Manila frequently accused Beijing of financing the Communist Party of the Philippines and arming its military wing, the New People's Army.

After coming to power in 2001, Ms Arroyo showed little interest in negotiating with local Communist rebels. She said that "communism evolves. China is now, I think, more appropriately called a socialist market economy."

She also expressed her belief that Washington would not frown on Manila's closer relations with Beijing.

Vietnam reacted angrily to the Sino-Filipino rapprochement. Vietnamese Foreign Ministry spokesperson Le Dung accused China and the Philippines of "signing agreements [. . .] without any consultation with the other parties involved in the Spratlys," he said.

Filipino Foreign Secretary Alberto Romulo responded by saying that other parties will be brought to the discussion table.

The Chinese don't have the balls to invade the Spratly Islands.

no suprise china is teaming up with the philippines because we do have the strongest claim to the islands. however i think a joint venture with china would be the only way for us to settle this dispute.

apparently a historical claim. however none apparently want to accept philippines challenge in the maritime courts according to the wiki on it

With a Chinese alliance no one would think about going to war. Its better than nothing I say. China could just invade everything if they wanted, at least they are willing to share with the Philippines.

Why not China rent the Spratleys from the Philippines so we can profit from it just like Malaysia renting Sabah from the Sultan of Sulu.

Thats right, even the United States is careful around China. If the Americans are not wanting war with them, do you really think Philippines stands a chance? They have more Soldiers, Planes, Ships, Guns and are more advanced than all other parties involved combined.

Santiago won’t act on baseline bill

MANILA, Philippines -- Efforts to pass the baseline bill, which is intended to define the national territory, suffered another setback after Senator Miriam Defensor-Santiago, who chairs the committee on foreign affairs, decided on Friday not to act on the proposed measure.

“In my case, since I’m the chair of the committee, I’m certainly not going to act on [the bill],” Santiago told reporters after a hearing on a resolution proposing a congressional committee on national territory.

“That’s [inaction] one way sometimes of killing a bill or I will simply give them [bills] the lowest priority,” she said.

On Monday, the House foreign affairs committee headed by Cebu Representative Antonio Cuenco agreed to defer approval on third and final reading of the Lower House’s version of the proposed legislation pending consultations with senators and the executive department.

House leaders, however, said they remain confident the bill, which seeks to include the disputed Spratlys Islands and Scarborough Shoal within the country’s baselines, will be passed before Congress adjourns on June 13.

Malacañang has suggested it wants the Kalayaan Islands Group, the part of the Spratlys claimed by the country, excluded from inclusion within the country’s baselines to maintain good relations with other claimants, including China, which has openly voiced its opposition to the baseline bill’s passage.

Under the United Nations on the Law of the Sea (UNCLOS), each state-member has to draw its baselines before May 2009.

However, after listening to experts invited by her committee to shed light on the issue, Santiago stressed the need for further study of the matter before they can consider the baseline bill.

Among the resource persons invited to attend the hearing on a joint resolution for the creation of a congressional commission on national territory were Professor Merlin Magallona of the University of the Philippines, National Mapping and Resource Information Authority administrator Diony Ventura, and Foreign Affairs undersecretary Rafael Seguis.

Magallona told the committee that acceding to the UNCLOS would degrade the “traditional function” of the country’s baselines, particularly on the issue of the “right of innocent passage by foreign vessels.”

At present, the right of innocent passage is allowed only within the territorial seas, which extend 12 nautical miles from the country’s baselines, but is strictly prohibited within the internal waters.

Acceding to the UNCLOS would open both bodies of water to innocent passage by foreign vessels.

After the hearing, Santiago contended it would be a violation of international law if the country insists on including the Spratlys within its baselines since the drawing of baselines has “never been an accepted method of acquiring authority.”

“There are other methods such as, for example, effective occupation -- that’s the common [practice] today -- or discovery [or] conquest,” she said. “But [the] drawing of our archipelagic baselines is not [one] of them so, if we include this Kalayaan Group of Islands just by drawing…archipelagic baselines, we would already be violating international law.”

Hmm... For now I would agree with Miriam on this. She does have a point of keeping Spratlys off from our map for now. Things would be alot more complicated if we include it within our borders eventhough we still have an ongoing dispute over it. *sigh* politics...

Tangina, dapat labanan natin yung malaki...benepisyo ng pakikipagkaibigan sa malaki ay maikli. Sa susunod na ang Vietnam ay malaki na din, ano na, mukha tayong binili. Kung sex change ang sagot sa problema, baka lahat na halos ng Pinoy ginawa yan.
May mga tao pa rin naman na hindi nawawalan ng pag asa. Kaso, sa sobrang minority nila, hindi na halos nararamdaman. Kahit ako nawawalan ng pagasa kapag nababasa ko mga balita ng kalokohan ng mga pulitiko.

May punto si flip sa sinabi nya. Pero ang kailangan natin para magawa yan ay isang matino at maayos na lider. Kaso sa mga natitira nating "lider" wala na matino. Puro pulitika na ang inatupag.
