Pacific Islander could mean a lot of things.

He could be thinking Samoans which are black, or Filipinos, or Hawaiians, etc.

Knowing Mexico and Brazil is more easy than defining a Pacific Islander...on Philippines Chat theres probably 50 threads debating whether they are Asian or Pacific Islanders. Theres no clear definition.
