It's not only how good these individuals' training is, it's what they can do with that training under Vietnamese conditions

It's good to have high powered technocrats who were trained abroad: they come back with certain expectations as how thgings need to be done and how governance is supposed to work. The only way that we can hold our own against our competitors if not beat them outright and pull our own weight with respect to our trade partners is to learn to do things the way they ought to be done - This means improved governance and improved accountability. Otherwise, we lose and we lose badly.
