I didn't know only Ben had the power to IP ban trolls.
To be honest I think thats a pretty poor system, whilst the members are reporting the asshats and the mods are banning them they just return under another name. Its annoying.
There should be one mod for each section that has the power to IP ban, if its a concern that they'll just IP ban members for the slightest thing then just make sure they discuss the IP ban with the other mods in that section, if they all agree then they should enforce it.

IP ban doesn't help alot though. Trolls can still use proxy, or just post from school etc. Also most internet users have a dynamic IP, which changes everytime when their router/modem connects to the internet. IP ban = only temporarily helpful, except if Ben bans all the ranges of certain IP addresses , but then Users who have an IP in the same range as the troll won't be able to use AsiaFinest either. LOL
