I bet those white people in the video were real hippies they hired. I think they are suppose to be Tantrics or something (because of the bhang smoking. For worshipping Shiva).

Those pipes are too small. Shisha is produced from a much bigger water pipe.

This song was shot in Nepal, most probably they are real hippies. It is from the film 'Hare Rama Hare Krishna' made by Dev Anand in 1971. He highlighted the ill effects of hippie culture in those times, it is a nice movie. During Vietnam War in 1960s & 1970s lots of Americans became hippies and came to India and Nepal and they indulge in drugs and wrong interpretation of eastern cultures. It has nothing to do with Tantricism or Shiva worshiping.
