are you an microsoft employee..LOL...fps has been on consoles since super nintendo and worked its way through the stages...rts never made an impact starting with the first true console based rts called herzog zwei which was for the genesis..three kingdoms nor kessen did anything either, maybe capturing a small group..as i said before c&c and lotr:batle for middle earth both failed to keep the gamer interested..c&c was one hell of a game for 360 but with the fanbase of most 360 users whose attention span only goes as far as first to third person games and sports, rts has no business on the consoles..it will always be the pc cults favorite...with that said, fps games can only last so long and thats what the 360 relies on...
There had been console FPS before Halo. Examples include Golden Eye and Perfect Dark. However, none of them was not nearly as good as the PC FPS. Halo was the first one to have come really close. That's Halo's claim to fame.
It's just like RTS. There have been RTS on console: C&C 3, LoTR: Battle for the Middle Earth 2. But none of them is as nearly as good as the RTS on PC. Now, one day there will be one RTS that will "break through" and finally come very close to PC RTS. And when that happens, that RTS will become as famous and popular as Halo -- just like Halo became famous and popular because it brought the experience of PC FPS over to console.
Xbox has secured its place as the leader in console FPS, and now Sony is desperately trying to catch up... while at the same time, Xbox has already moved on and is exploring new areas: bringing Western RPGs and RTS (which are traditionally PC genres) over to console and trying to duplicate the PC experience on a console. If and when Xbox successfully transferred the RTS experience from PC over to console, Sony will have to play catch up again.
