Also I've just read the news about Korean companies now opening their factories in Kaesong Industrial zone in NK, company operator say NK offers much skillful & cheaper labor than China. Also more relaxed restrictions and stable factory.

More importantly, they can speak Korean. One of the major factors of Korean investments in China is the Korean-Chinese which makes it much easier for a Korean to estalish a business there.
