Erh... the 3 regions were created by the French: Annam (Central), Indochina (South), and Tonkin (North) for easy control of their colonies.

Cochinchina not Indochina. Indochina implies three French colonized states: Vietnam, Laos, and Cambodia. Since Vietnam was Chinese influences, Laos and Combodia were Indian influences, hence the French came up with the term IndoChina.
