What do you think?

I am very surprised to find that South Korea is falling behind China;
also, Philippines and Indonesia/Thailand are falling behind Vietnam
in terms of Corruption Ranking 2007 by PERC.

As usual, Singapore, Hong Kong, and Japan are the least corrupted nations in Asia.

I'm not surprised Philippines is the only country on there that's rising sharply. Last time I was in Manila I got pulled over for not wearing a seatbelt. Who gets pulled over for not wearing a seatbelt?!. I think the only thing the cop wanted was a bribe ... which we did give him because he stuck his booklet in the car and placed it on top of the steering wheel. Filipinos (government official) need a serious kick in the @$$.

Woah that's a bit harsh. It's sad to see Philippines became from one of the most least corrupt countries in Asia to the most corrupt.

The least corrupt government in Philippines ever was probably the First Philippine Republic (República Filipina) on 1899. Everything was so organized, we had a Prime Minister and President, etc.

Philippines started becoming corrupted when United States invaded Philippines.

Define the corruption base?

Political?
Economical?
Social?

In terms of political corruption, I would rate Philippine, Cambodia, Burma, Laos & North Korea as most extreme.

In economically; People's Rep. of China and Taiwan, South Korea & Japan; all pretty much corrupted.

Socially? India, China, Philippine, Cambodia and mostly 3rd world countries.

I've traveled all over, I have found India and Philippine are most corrupted, even airport luggage inspectors in India & Philippine accepted my bribes to by pass the long queue.

What is the link between culture and corruption? Raymond Fisman and Edward Miguel looked at the parking violations of UN diplomats in New York City, the size of UN missions and the ranking of countries in TI's Corruption Perceptions Index. Their conclusion, which many will no doubt take issue with, is that: A certain amount of corruption is grounded in culture and immune to carrots and sticks.
