Let's take Chalerm's speech for a study case; He has not discussed and weighted pros and cons with the cabinet and respective experts in the area of study. However he blatantly suggested a solution to the 3 southernmost provinces' problem on his own. It's like you ask someone what is 500 divinded by 2.75 equal to. The answer you get is I think this and that even before doing the calculation.

I'll say it again the interior minister does have a limited power, meaning he cannot decide on such an important national matter on his own @$$ alone. He needs to talk it out with the experts, cabinet and more importantly the PM. What you're saying is "oh hey I'm an interior minister, I don't have to give a $hit what the PM thinks on this national concerned matter. I'll do what I damn well please."
That's correct, he is directly responsible for the problem, and that's why he needs to be more careful on what he says to the media. You don't take the Thai by storm just like that.
