Two fishermen missing after their boat collides with Japan's navy destroyer

Two fishermen are missing after their boat collided with a Japanese navy destroyer off the coast near central Japan, Japan's Coast Guard said Tuesday.

"This radar system should be better than any other ship's," lawmaker Keiichiro Asao told Reuters. "If they were not aware of the fishing boat, they could be attacked by any terrorists."

now maybe the Japanese would stop the thought that American submarines are doing it in purpose...if a non-submerged ship with advance radar still fu-k it up...

The article mentions nothing in the way of how far the Atago was when the collision occurred, other than saying that it was "off the coast of Chiba prefecture", which most likely means that it was pretty close to littoral areas. The thing is, you don't crank the juice on something that's as powerful as AN/SPY-1D on when you are only a few miles away from the shore unless there is a really good reason to do so, because doing that's going to disrupt, jam and even fry every unshielded electronic equipment, mostly civilian ones, within several miles of the ship's radius.
