The University of the Philippines (UP) polled 20,000 males aged 15-24 in May 2002.
"This is more common among the boys in school and the younger adolescent where there is no benchmark data on this," Corazon Raymundo of the UP Population Institute told reporters.
"Sex becomes risky when the partners are not physiologically and psychologically prepared for the consequences of the act," she added.
"This is the basis for adult society's concerns about adolescent sex because risks are magnified in this group."
The survey also found that 23 percent of those questioned were sexually promiscuous, while 35 percent were sexually inactive.
Raymundo said homosexual sex entailed higher risk of spreading sexually transmitted diseases such as AIDS.
