I have a hard time believing your claims since we its well known Manchurian Chinese have the highest, with Han Chinese in second place. That would mean for your comment to make any sense, Mongolian would have to be third in the list. And that really isn't a great a stat for the people whose land and resources taken away for a foreign power. Have you talked to any Inner Mongolian and their plights? Except for the sinofied Mongols living in Urban Chinese centers, most Inner Mongolians are poor and live worse off than Mongolians.
