Most of the White Cebuanos are usually of Spanish or American descent. You can find many of them in the upper class areas and establishments.

In rare cases, there are white Cebuanos who live in the suburban/rural areas and they live in a "normal" house - not some big mansion or anything like that.

Skin color doesn't really matter, you can find each one in different social classes.

Show some etiquette. It doesn't work that way. Basic common sense will tell you that the European and American expatriates are usually better off. Besides, I was richer than most of my mestizo, American, and Chinese friends. LOL.
