I don't wish ill will, it has nothing to do with that. The war was over along time ago, but now there is a civil war on the brink of happening between the Sunni's(Iraq's) and the Shiq(Iraqi's), the reason why the U.S.A troops are still there is because of this they do not want to lose face, but nothing is being solved and the U.S.A are loseing alot of money with troops still over there.
You made a good point with your 1st sentence, but how long is it gonna take for the U.S troops to help Iraq get their act together you say?

The American public wants the troops home, the soldiers don't wanna be there, and the US leaders don't like the dollars being spent there. Being that it's an election year, the chances of troop reduction or withdrawal should be set by the time a new US president is in place.
The Iraqis ironically, don't want the US troops to leave because they rely on them to stabilize the region.
With all those factors, i'm guessing that the troops will leave. It happens all over the world whenever a region that the US occupies start to show levels of normalcy or when signs of US public anger becomes too overwhelming.
It happened during the Vietnam war, Beirut, Somalia, Grenada, just to name a few.
