this is probably the one thing that shock the most among people not exposed to japanese culture.
they did a story on this i remember and they showed the different styles and they even have specific names for the eyebrow styles.
japan sees itself more with europe from what i hear than the united states; and i think guys over at europe trim their eyebrows too.

i heard some european and japanese guys wear make-up.

Yep, its a fashion trend. Pretty old and well established one. From my experience, though, its a Yanki 「ヤンキ」　style. I've cought some of students in the bathroom plucking their brows.
