well i don't know what really is the 'best' as it depends on personal preferences but the japanese music industry is only 2nd to the US, in other words, it's the largest and most popular music industry excluding the US (obviously)

Well... Japan has the most developed hip hop in Asia because hip hop has been around Japan since the 80's while Korea got it in the 90's.

I'd prefer Korean hip hop over Japanese hip hop because since Japan's is so developed and Americanized that it has that American feel to it... But Korea's on the other hand has this style that makes it sound unique in a way. The only Americanized sounding hip hop from Korea are from YG ENTERTAINMENT (1tym, Jinusean, Masta Wu, Lexy, Se7en, G-Dragon, Taebin)... but nobody considers them hip hop.... they're a disgrace to Korean hip hop in most people's books.

But to simply put it,
Japan > Korea since Japan has more experience.
