Given an unclear problem that seek a clear answer requires a set of assumptions. So, in fact, the clear answer varies with this set. Logico: The reaction of the reader is dependent on his/her personality and how he/she intepreted this note.

It is clear that her/his intepretion is dependent on his/her personality. The founding of this "city" allow for us to analyze his/her reaction. As the note move from one person to another, this "city" changed like a rice field reacting to a summer breeze.
