During the years of Han dynasty, Mongolia highland was rule by Huns. Yup, Han army defeated Huns, and some of them, who refused to subject to Han Emperor, fled to Europe. It's was said that they are ancestor of Attilla.
But Tang dynasty wass built by a half nomad and cultivating minority of Northern China.(the exact position is today's Inner Mongolia and Shanxi Province).
Qing dynasty was built by Manchurian.
So Chinese have no rights to claim their rule during the years of Tang and Qing.

Tang emperors were Chinese even they may mixed with other minority blood. Manchurian area were part of Ming dynasty and is considerded as Chinese.

Plus forming a Nation is much different than forming a Kingdom. Forming nation is for its people, for the people, Justice, Liberty and Faternity. And most of all, recognation of language and culture. Now look at China and Mongolia. Do they have same culture? no, do they have same language? no, do they share same history? no, Do poeple of both countries see each other as their brothers? no.

I would not that far to describe the Chinese culture but this is word of the author of the most usccessful novelist in modern China. After that we can debate whose culture is superior: wolfish or sheepish
