I cannot read web base MSN email but i can log in without a problem . when i click on the mails nothing happens. MSN IT techs can not be reached during this time.

Sounds like your web browser isn't working.
Wait for the it techs and see what they say?

but i have not problem anywhere else, besides msn email. those tech have not get back to me yet.
