The geopolitical plan embodied in the Dodds Report explains what the late Claro M. Recto described as "America's anti-industrialization policy for the Philippines."
Although Recto had no knowledge of the existence of the Dodds Report at the time - its existence would surface only in the 1970s after Araneta exposed it - his enormous analytical power enabled him to deduce from policy statements of U.S. officials that behind U.S. policy in this country was a malevolent design to see to it that we never industrialize.
Conclusive proof of what Recto described as America's "anti-industrialization policy for the Philippines" came when Marcos formally launched an industrialization program in the late '70s based on 11 heavy industries led by the steel, petrochemical and engineering industries.
The announcement of that plan was swiftly followed by protest from the IMF and the World Bank and the pro-American technocrats in the Marcos cabinet led by no less than his then Prime Minister.
In the end, after four years of struggle with the IMF, the World Bank and his own technocrats over his industrialization plan, Marcos gave up the plan but not until after he had expressly denounced a conspiracy between his own technocrats and the IMF-WB to keep the Philippines under the heels of the industrial powers.

The Americans and the Japanese are into something Philippine top leaders should be able to read to avoid man-made disasters, instability, and getting into regional armed conflict .
The Philippines is suddenly getting special attention from the giant economic powers – the USA and Japan.
President Benigno S Aquino III sits next to the most powerful person in the world, President Obama, president in a conference of world leaders, a picture that tells a million words. It is his second visit to the US in his first 15 months in Malacanang.
A week after the US trip, Aquino goes to see top political and business leaders of Japan and visit the Emperor. This is also his second trip to Japan after his secret meeting with a secessionist Muslim warlord.
In both visits he claims to have tightened relations with these countries and brought home billions of dollars in investments.
In the US, he gets a certificate of good housekeeping. This US pat on the head is better and more credible than reports of the Commission of Audit on the question of whether the country has gotten rid of corruption.
He also claims to have signed up investments in mining and services for billions of dollars. There is no doubt the Americans want our natural resources and the services of our countrymen in work the Americans refuse to do.
P-Noy made a big splash with the American interest in coconut water which prompted the Philippine Daily Inquirer headline: Americans gone loco on coco.
Given the American habit of double speak and hidden agenda, our country’s leaders should take a closer look at the fine print in what P-Noy has committed to foreign investors. We should make sure the Filipino was not “na-loko” (fooled).
We should learn from our mistakes. Had the majority of investors in agriculture and mining complied with what they promised the people, the country would not be dependent on imports for its food. Our farmers will be great drivers in the march to economic boom. But our farmers are now poorer than before because these investors have destroyed their farmlands.
If the commitments to investors are worth a closer look, so are the agreements that will put to risk sovereignty and security.
Opinyon smells something fishy in the outburst of applause from the USA and Japan on the performance of P-Noy. These two countries are at odds with China and the USA is looking for a reason to square off with China as the latter has started to show its economic might and testing the waters in a military confrontation.
Experts say that in less than 15 years, China will overtake the USA in military might as it has already overtaken USA on the economic scale.
This the US knows and will not allow to happen. n!p in the bud while the thorns are soft is the logical strategy. A military confrontation is possible this early.
Where will the Philippines factor in this game? We will know from the body language of President Aquino.
Philippine leaders, having also mastered the art of double speak like that of their American masters, are also experts in deception and in lying. P-Noy is no exception. This is the reason Opinyon is taking a close look at the President’s body language.
There is reason to suspect the special attention P-Noy gets from USA and Japan has something to do with the Spratly’s.
It is not only the USA that is wooing P-Noy. China recently announced the Philippines got the upper hand in bilateral trade. We exported to China in 2010 $2Billion more than we imported from the mainland China.
The Spratly’s are important to China for both regional security reasons and natural resources, mostly oil. The Americans are interested on Mindanao and by extension, the Spratly Islands for the same reasons.
Japanis behind the US in this regional maneuver with the Philippines as the battleground, the reason the secret meeting between P-Noy with the MILF leader was held in Japan.
The Japan meeting with Murad tells a lot about the attitude of P-Noy toward the Freedom of Information Bill. Had that bill been given priority by P-Noy and passed by Congress, he would face criminal sanction by continuing not to reveal the truths behind the Murad meeting in Japan.
And because we try to see the future from P-Noy’s body language, we will not know what morning it will be when we wake up to find we are already a country divided – Mindanao delivered to the Muslims and the Muslims moving to deliver Mindanao to the Americans.

False Hope, False Alarm by Erick San Juan There were so many wild rumors emanating from coffee shop wags as to the real intention of President Noynoy's travel to China, U.S. and Japan. It started with his trip to China that coincided with Congresswoman Imelda Marcos open-secret trip to Beijing. There were speculation that it's all about the possible negotiation for the return of some Marcos accounts kept in China. When PNoy returned back to the Philippines, the only news that we got was that the anomalous transactions of the previous administration like the ZTE-NBN deal, Northrail, etc. will be revived with modification. Thanks to the Chinoy powerbrokers-carpetbaggers of the GMA government who are now rubbing elbows with PNoy and his loop.
Suddenly, Mrs. Marcos has been so quiet. But the rumor mill coming from some Marcos loyalists are boasting that this month of October will be a merry month not only for them but for all the Filipinos. The funds will allegedly be coming from the so called Asean-China Investment Fund, a private equity fund where it's unusual that the Swiss government will be involved together with the ADB(Asian Development Bank and the UOB(United Overseas Bank) are investors.
While in China, out of the blue, PNoy said that he has to go to the U.S. to meet with President Barack Obama and the big guns of Asia Society in New York and then he will visit Japan. My favorite Marcos loyalist friend said that there's a possibility that the American elites would like to get their piece of the action, reason why PNoy has to leave as soon as possible for the U.S. From America, instead of going straight to Japan, he returned back to Manila. In Japan, he got what he wants. According to news report- a new computer game for his favorite nephew, Josh and an audience with Emperor Akihito. But it got the ire of so many Filipinos when it was published in the newspapers that he gave US$ one million dollars to Japan's Tsunami victims when millions of Filipinos needs help too.Even Manila Standard columnist Jojo Robles made a hard-hitting observation that PNoy is insensitive and out of touch with the poor Filipinos. PNoy reportedly made a stupid act.
Even our oldies are up in arms as to the actuation of the president. Up to now many of our female senior citizens who were victimized during the second world war and became "comfort women" or "sex slaves" were not given justice by the Japanese government. The relatives of the so called "Jugun ianfu" or military sex slaves said that they are doubting the sincerity of the Japanese government in resolving these humanitarian problem which affected not only Filipino women but of many nations conquered by the Japanese during the war. What the surviving comfort women got up to now were unofficial apologies and meager financial awards where many of the surviving comfort women refused to accept.
The situation compounded when Typhoon Pedring hit Luzon and the president was bombarded by comments that he's nowhere to be found and tried to address the situation after the damage has been done. The finger pointing among government agencies worsened. Actually, the people are used to flooding but blaming Typhoon Pedring for making so many areas in Luzon like a water world is not justifiable. According to some local government officials, it was due to illegal logging and unprecedented release of water from several dams. According to PAGASA, the rainfall of typhoon Pedring was just 10% of Ondoy while that of Quiel was much SMALLER in volume. So who's the real culprit? According to activist Ferdie Pasion, most of our dams now are privatized. The dam operators DON'T want to release water before the typhoon arrives due to fear that the typhoon may not come or it will not be sufficient to replenish the water that were earlier released. Profit from electric generator is their priority vis-a-vis human safety and welfare.
My Opinyon publisher, Ray Junia, made a 'bulls eye' detail of what really transpired in PNoy's bothersome trips to China, US and Japan. In his latest analysis titled, 'Gullible's Travels', he said that the Americans and the Japanese are into something. Japan is behind the US in this regional maneuver with the Philippines as the battleground, the reason the secret meeting by PNoy with the MILF leaders was held in Japan. China could react to the bullying of US and Japan. It could call the bluff and we get pinned in the firefight. US could end up getting Mindanao, China getting the Spratly Islands and Japan getting it's share of our natural resources.
We never learned from our past mistakes...... Wake up!
