Dogfights will still happen. You have to guide your PL12 or whatever to within 20km before it goes active. Your only choice at that moment is to merge with any surviving enemies--if you expose your tail you're dead meat.
CHina has the balanced beam phase array radar, if one of the fighter, such as J11B added it on, it can instantly become an AWAC, guiding the formation, its radar instantly become much powerful therefore dogfight will be unlikely.
The prices are debatable, but since it's all self-made, it's equivalent to getting money from left hand pocket and put into the right pocket. so it doesn't matter anyway.
