As you know Africa is so vast that one set of American policies is not appropriate for the entire continent. Northern Africa can be divided into the Maghreb, the murderous state of Sudan, and the sophisticated state of Egypt. East Africa can be divided into Ethiopia, the crazy states of Eritrea and Somalia, the non-aligned nations of Tanzania and the traditionally friendly nation of Kenya.
In West Africa only Nigeria matters to Americans. Central Africa is dominated by the tragedy of the DR of Congo; but Rwanda is friendly to America and there is hope for positive relations. I don't know enough about Burundi and Malawi to comment.
America has complicated relations with the nation of South Africa. They are like us in some ways, but the ANC is too hostile for SA to currently have good relations with all segments of the American people. Iif a country wants truly good relations with America it must not be seen as hostile by any significant group of Americans.
Bush made a mistake with the Arabs of Sudan, Egypt and the Maghreb by acting as a militant democratizer. Democracy is not meant for Arabs. But Bush did the right thing in spending $15 billion on aids assistance to sub-Saharan Africa.
Imo America should focus on the most important nations of Africa with whom positive relations are or may someday be possible, e.g., Nigeria, Egypt, Ethiopia and South Africa. Kenya, Morocco and Rwanda are nations with whom America should maintain friendly relations. America should stay away from Sudan, Eritrea, Somalia and the DR of Congo. I don't know enough about the Sahel nations, Angola, Namibia or Mozambique to comment.
Relations should be based on economics, cultural exchanges, legal immigration for non-Muslims, and the sale of arms. Africa may someday be an arena for conflict between America/the West and China in places such as Zimbabwe.
