The wife of Taiwan's former president, Chen Shui-bian, has been sentenced to a year in jail for perjury.

Wu Shu-chen was found guilty of asking her children to lie in court in an embezzlement case against her.

The verdict is the first in a string of corruption-related cases against the couple, their relatives and associates.

Mr Chen's son, daughter and son-in-law have each been jailed for six months, and the verdict against Mr Chen himself is expected later this month.

The Chens had a dramatic fall from favour after losing power in elections last year. The high-profile case against them is being seen as a test of the new government's resolve to crack down on official corruption.

Prosecutors say Mr Chen could face life in prison if convicted on all the counts against him, including embezzling public funds, money laundering and accepting bribes.

The former president has pleaded not guilty to the charges against him, and claims he is being persecuted for his anti-China views by his successor Ma Ying-jeou.

Since taking office in 2008, Mr Ma has tried to improve relations with Beijing, and move away from Mr Chen's pro-independence policies.

'False testimony'

Wu Shu-chen instigated perjury by instructing her children to lie in court, a prosecutor told reporters.

The couple's son, Chen Chih-chung, daughter Chen Hsing-yu and son-in-law Chao Chien-ming were also found guilty of perjury.

The Chen family's "false testimony has wasted the country's judicial resources and prevented the court from exercising justice," a court spokesman is quoted as telling the French news agency AFP.

The court also handed down an 18-month sentence to Diana Chen, the former chairwoman of Taipei 101, one of the world's tallest buildings.

Prosecutors accused her of bribing the former president and his wife for an executive position in a state-run securities firm.

Wu Shu-chen faces further charges in the coming weeks, and the verdict for the case against her husband is due on 11 September.

On last night's(Sept 9, 2009) TVB News, it reported that Chen Shui Bian might get a maximum of 30 years in prison.

Former Taiwan president Chen Shui-bian was sentenced to life imprisonment and fined NT$200 million (US$6 million) on corruption charges by a Taipei District Court on Friday, according to Taiwan media reports. Chen has maintained his innocence and called the case "politically motivated".

The charges against Chen included embezzlement, accepting bribes and money laundering during his two terms as Taiwan's leader from 2000 to 2008. Prosecutors claimed in the trial that Chen took nearly US$15 million from state coffers during his presidency and hid the graft with forged documents and secret Swiss bank accounts.

So should he be charged and prosecuted in an outside environment to satisfy your anti KMT hatred, maybe he should be charged in a far away country like Norway or something?
And do you think the results will be different then?

It is a triumph for democracy as I see. Chen is now in for wrong deeds, and the same could happen to Ma if he misbehaves. It is unprecedented, and sets a good example; it proves that democracy around Asia is not just about parliamentarians shoveling and slinging mud at each other. People can actually overcome their respective political convictions and carry out their business just as expected, which impresses me. I am a mainlander, and I would say bravo to these prosecutors; nothing about politics, it is only about how the whole case is processed.

KMT proposes ‘decriminalizing’ fund

The Chinese Nationalist Party (KMT) caucus yesterday again proposed “decriminalizing” the use of the special allowance fund by government chiefs.

The KMT caucus first suggested an amendment to the Audit Law (審計法) in April 2007 that would decriminalize government chiefs’ personal use of special allowance funds.

The move at the time was seen as a bid to clear embezzlement allegations against then-former Taipei mayor Ma Ying-jeou (馬英九), who was indicted in February 2007 on charges of embezzling NT$11 million (US$338,000) from his special mayoral allowance during his eight years as Taipei mayor between December 1998 and July 2006.

Ma was found not guilty in the final verdict in April last year.

KMT caucus secretary-general Lu Hsueh-chang (呂學樟) yesterday said that the last legislative session did not make any progress in “decriminalizing” government chiefs’ use of their special allowance funds because the Democratic Progressive Party (DPP) had insisted on also decriminalizing former president Chen Shui-bian’s (陳水扁) use of his state affairs fund.

“Now that Chen has been found guilty in the first trial, we can now discuss [decriminalization] of [how the government chiefs use their] special allowance fund,” Lu said, referring to the verdict handed out by the Taipei District Court on Friday sentencing Chen and his wife Wu Shu-jen (吳淑珍) to life in prison in the first trial of Chen’s state affairs fund case.

Lu told reporters that it was necessary for the legislature to pass the legislation given that some 200 government chiefs are still being investigated for how they spent their special affairs funds.

How government chiefs spend their special affairs fund — a monthly fund for public relations purposes — became the subject of a controversy after former DPP legislator Hsieh Hsin-ni (謝欣霓) and others in 2006 accused Ma of misusing his special allowance fund during his tenure as Taipei mayor.

After Ma’s indictment, about 200 incumbent or former government chiefs from both the pan-blue and the pan-green camps, including then-vice president Annette Lu (呂秀蓮) and former premier Yu Shyi-kun (游錫堃), were indicted by prosecutors for allegedly embezzling their special affairs funds.

DPP Policy Research Committee head Ker Chien-ming (柯建銘) said the previous legislative session had reached a consensus to push through the legislation during the upcoming fall session, but the KMT caucus had insisted on dealing with the matter only after a ruling was handed down in the first trial of Chen’s case.

The proposed amendment to decriminalize government chiefs’ personal use of special allowance funds means delinking the issue from the president’s use of the state affairs fund, an idea that members of the DPP are divided on.

DPP caucus whip Wang Sing-nan (王幸男) said he would propose a motion during the party’s Central Standing Committee on Wednesday, suggesting that the president’s state affairs fund be included in the proposed amendment.

“In essence, the function of the state affairs fund is the same as that of the [government chiefs’] special allowance fund. The only difference is that they are being called by two different names,” he said. “It would be unfair and unreasonable if the state affairs fund is not included in the amendment.”

In 2007, Ma stole $11 million NT from the Taiwan government, but he got off the hook, cuz he has friends in the kmt. Very corrupt!!
I have wonder, if this is the kmt's plan all along, to jail Chen, and get the DPP to pass to decrinimalize taking money from Taiwan government funds. We all know, the kmt has in the past taken more money than DPP ever could, and today kmt has the ability to steal even more money than all the other political parties put together.

If you are a mainlander, then you should be more worried about China and less about the foreign country of Taiwan. China' government officials steal 100 billion USDs equilivant each year from your Bank of China treasury. Yes, One million times more than what the Taiwan politicians could ever steal. You should be worried more about how to control that, rather than what's going on in other countries.
