QUOTE
Puerto Rico has appealed to the Obama administration for federal assistance as it battles a $3.2bn budget deficit, a three-year recession and the worst credit rating of any state or territory in the US.

Luis Fortuño, governor of the territory, met Lawrence Summers, chief economic adviser to President Barack Obama, and Treasury officials last week. He told the Financial Times the administration had been “shocked” at the state of Puerto Rico’s finances.

Peru’s Fujimori pleads guilty to wiretaps - Sep-28

The US Treasury and a spokesman for Mr Summers both confirmed that they had met Mr Fortuño last week. They declined to comment on the detail of the talks.

While California’s much bigger nominal debt has worried creditors and the federal government, Puerto Rico’s deficit for 2009 of $3.2bn (€2.2bn, £2bn) ranked the highest as a percentage of the general fund, at 29 per cent.

Mr Fortuño, a Republican who took office in January, also visited credit rating agencies in New York during his trip to the US mainland as part of an effort to preserve his territory’s investment grade status. Moody’s and Standard & Poor’s rank Puerto Rico’s debt just one notch above “junk”, although the outlook is “stable”.

Carlos Garcia, president of the Government Development Bank of Puerto Rico, warned of devastating consequences if the investment grade were lost.

“We modelled what that would mean and we were talking about unemployment going to 25 per cent,” he said.

Like other territories and states, Puerto Rico is receiving federal stimulus money but Mr Fortuño is also requesting help shoring up the banking sector and reforming a local Medicaid programme that covers 1.5m of the territory’s 4m population and costs more than $1bn.

“We need assistance from the federal government to ensure that we have a strong banking sector to support both the fiscal and economic measures that the government is introducing,” said Mr Garcia.

However, in spite of efforts to win what he can in terms of additional federal support, the governor is determined to enact a largely homegrown solution to the deficit.

“The credit ratings agencies can’t believe we’re doing what we’re doing but we’re serious about this: we’re going to bring Puerto Rico back to growth,” said Mr Fortuño. “I told them we’re going to address this this next year.”

He has set a target of saving $2bn from a $10.8bn budget, enacting serious austerity measures and last week announced the government would be laying off almost 17,000 workers.

His government is predicting a 5.5 per cent decline in real gross national product this year followed by a 0.7 per cent increase next year.

Unlike some Republican governors he is not critical of the stimulus money, although he would like more autonomy on how to spend it. “I wish we had a bit more leeway on that but I’m not giving it back,” he said.

But he does not diverge from his party in a belief in low taxes, which has helped to attract pharmaceutical companies such as Merck and Pfizer to the island, and encouraged the development of a life sciences sector, which boasts skilled workers and research and development tax credits.

Mr Fortuño said “aggressive public private partnership” legislation would help to attract new businesses. “We want to showcase different opportunities for the development of ports, airports, tourism and development projects,” he said.

His Washington visit included a meeting with Pharmaceutical Research and Manufacturers of America, the drugmakers’ lobby group. He is offering his political voice to try to delay the expiration of patents on medicines, which would hurt one of the most successful industries on Puerto Rico.

Ultimately, like many Puerto Ricans, Mr Fortuño wants the status resolved for good – whether it is to remain a territory or make a change to permanent statehood or independence. “The founding fathers when they drafted the constitution never intended the territorial status to last for ever,” he said.

if this works out like in the Philippines, Puerto Rico will be granted independence so Obama can save some moolah embarassedlaugh.gif

Unless they change it, it seems PUR. and the other US territories are not going to be included in the healthcare plan.

Many say Fortuno is the worst Governor in over 500 years. And that he is very incompetent. He has a large house in Virginia. Chances are he would rather be there. laugh.gif

On a local radio they said that while he was non-voting Congressional Representative to PUR. he became a millionaire in four years. Many ask how he managed that. No answer.

They were saying on the local radio that his wife here right now works for four banks cancelling and or writing up mortgages. Supposedly, she has signed hundreds of documents. A lawyer who called on the radio talk show said that is impossible in just a few months. She cannot possible write up, read over and check all those documents. Later it was said those signed documents are suppose to be public but she got her Governor husband to make the documents she signed non-public.

Next, they said on the radio that there was a contact for over 30 million to fix the islands main roads. Seems half the money went to paying off groups of lawyers who wrote up different contracts dealing with fixing the roads.

When he ran last year for election he said he the only one losing his job would be the former Governor. But this year he has fired thousands of workers. People really got tricked by him.

There is no money but they had on tv a very large table with plenty of newly bought heavy weapons for the police. They say it is to fight drug and drug trafficking. Some say they might have been purchased since the government here seems worried about public outlash. The Unions here are going to have a General Strike on October 15 .

The legislators who control the legislation are from his political party. Right now they are quiet but they are also to blame since they pass the laws he wants.

Today someone threw an egg near the Governor. He quickly was escorted out. He was at a conference in which they were announcing some jobs. A person there said he was an hyprocrite since two days before he had fired 17000.

Some teachers and teacher Union President also chained themselves near the Governors official home. The police had to cut the chain. The tv reporter there said they also forced the crowds back by forcefully pushing them back.

Radio commentators say what is being done is that they are trying to dismantle the island government in order to have more funds to give to the millionaires and banks.

Some time back also on local radio they said that the last governor from a different political party lost to the current one because of charges that were suddenly brought against the former governor by the local US Federal prosecutor. They then said luckily they bought in a judge from mainland US. In the end the prosecutor had nothing. He was found not guilty but it affected his re-election. Some commentators and people on the street say this was deliberately done to affect the outcome of the election.

The main newspapers in PUR. seems biased. On the local radio talk show they say that the few local newspapers are not really reporting what needs to be reported. The main newspaper is controlled by a family which supposedly some say supports the political party of the Governor. The other few newspaper are also sort of biased.

One of those newspapers owners supposedly wanted to fire the few Union workers and start a new newspaper with non-Union.

People in the US mainland have absolutely no idea of the things that go on in PUR..

On tv News today they had some Union leaders that stormed into the islands Secretary of labors office this morning. They wanted to talk to him. He was not there. The Union workers declared there is no Secretary of Labor to defend the workers rights. They declared him person "Non Grata". The Union leaders then said that they plus there 20000 members would appoint a new secretary of labor.

This is a news video report. It is not in english:
http://www.wapa.tv/noticias/primeraplana/s.../20091001112652

On the street some think the current secretary of labor with other government and legislators seem to be hiding out.

Some in the minority opposition party was trying to escort some people to the legislature building to the public area but the majorty political party would not allow any public into the legislature building. Seems they are afraid of the public

In other news, in one town High Schools students along with the Mayor went out to protest the firing of state workers.

The Secretary of Education fired 4000 janitors and is now trying to contract a private company to do the work. Some say this is the plan. Dismantle the government and give it to certain private interests.

And contracts worth millions to certain groups of lawyers continues unabated. And the political party, the Governors party, that controls the legislature has done nothing to stop it. Legislators get paid around 100.000, plus free autos, plus free cellular phone plus free credit cards and gasoline for the autos. They also get plenty of other perks. They are the ones who need to cut back.

A Radio talk show host was comparing China which is celebrating its 60 years and PUR.. She said in China at least they seem to listen to what the people say. In PUR., supposedly a democracy, they are not listening at all to the people.

The same radio host was saying that after the egg incident in which the Governor almost got egged that they now have many police guarding him. I am not sure if they said 200 police. Anyway, the radio host was saying so many police to guard one man and they cannot catch two adolescents that have already robbed 20 businesses at gunpoint. And they have videos of there faces.

Also found out the Governor sometimes has given interviews to FOX news. The radio host was saying FOX news is being taken in and they do not know it. laugh.gif

Edit: Seems the Governor has said for everyone to go protest at the opposition minority parties headquarters that they are to blame for what is happening. Some say it seems he does not want to take any responsibility for what is currently happening under his term and his political party which has been majority in the legislature for the last 5 years.

The problem is corruption and economical. When it comes to the economical they say it is because of the current Colonial Status. Jamaica can make treaties for example with China which benefit Jamaica. PUR. being under a Colonial status cannot. So in the long term Jamaica and all those little nations will get business and industries which PUR could have gotten but could not because they cannot make international treaties. PUR. is becoming stuck in the mud while some of the other nations in the region are slowly moving ahead.

And the US with all those Free Trade Agreements they are signing is not good news for PUR.. They say PUR. provides more to US economy then US sends in grants. Read once that they provided 47 billion to US economy and US government gave back 15 billion in grants.

so they are still stuck with less than the Commonwealth Status of the pre-war Philippines. what i don't understand is that the US never granted independence with basing rights and an alliance, like there. but assuming the article i posted is correct, they can still profit from the "credit rating" via the USA or a potential bailout, which wouldn't change the business & political practices IMHO.
islander
Bailout laugh.gif You would just be throwing good money after bad. There are plenty of rich people and companies, including foreign companies, here that pay little to no taxes. Most take there profits somewhere else. The island governments program is not aimed at them. It is aimed at squeezing the needed money from everyone else but not them.

And then there is tax evasion by these companies and millionaires. They had this person who I think owed 10 million dollars. It seems knowing he owed the money the island government still gave him a juicy contract.

The following is a political commercial from last year before the general elections. It is from the opposition party. This commercial showed everyone exactly what the current Governor was like but the voters did not listen. The current governor is the one being pulled by all those strings. laugh.gif

Video: http://www.youtube.com/watch?v=7BpQGqcBmvg...feature=related

In the video the one to the left pulling the string won his re-election in the island senate but was charged by the federals with forcing companies to pay him off, something like that. He was forced out of his position. The person in the middle pulling the strings ran for election for the first time and won. He is an important member of that party. He is very shrewd and became head of the island senate. People here say he looks like Germanys WW II leader. The person on the right pulling the string was re-electioned to the island house of representatives but he lost his position has head of the house. He sabotaged and held up any law the prior governor who was from another party wanted passed. Some radio host once said that he is probably involved in shady businesses.

Current party in control is the PNP Progressive Party. The Statehood party.

Main opposition is the PPD Popular Democratic Party. Commonwealth party which could become Sovereignty party.

There are two other parties that ran in the last elections. The independence Party and Puerto Rican for PUR. party.

There isn't much of a choice, is there ? The USA supporting either the obviously corrupt administration with a bailout (which would set a very bad precedent for the rest of the country)

or granting more autonomy so that the PUR can have an administration "run like hell"... embarassedlaugh.gif

More Autonomy would probably not happen until the "Blue Party" is voted out and the "Red Party", the party members that believe in Sovereignty, are voted in. Some '"Red Party" members do not believe in Sovereignty and would like to continue the same political status which most agree has become stagnant.

@taolander - Do you know what happened in 1937 and 1950 in PUR.

You dont meet too many Puerto Ricans here in Southern Cali as they all blend in with Mexicans (the non-black PR's). In my lifetime I have met 1 whose name was Yvette. no only superficially, but i just read it up on wiki. in the philippines there were similar uprisings even during the "pacified" time, like the Sakdals Revolt in the 1930s and of course the double dealing with Huks, which transformed into the NPAs...just finished reading a book by renato constantino to polish up my knowledge on those events but the information isn't very encompassing. confused.gif

@taolander- PUR. has good relations with the other nations in the region and Latin America in General. Only thing is the governor is not welcomed in Venezuela. laugh.gif

He talks about Chavez but if he could he would do some things he criticizes Chavez for. For example on the radio they were saying some time back that he commented that the press should be controlled after an incident in which one reporter got on his back with some serious questions.

Update. Things keep heating up.

The Official who runs the islands senior citizen program refuses to follow the Governors orders to give notices of lay off to over 100 employees. She says her department recieves federal funds which means the island government cannot dictate to her. That job assignment lasts for 10 years. She has around 2 years left.

Governors spokesman is calling the Unions terrorist. On the 15 a General Strike. Supposedly, the truckers are joining and going to tie up all the roads. They say the National Guard might be used to make sure the ports remained open.

The legislature controlled by the governors party passed a law which allows the head of the treasury department which is appointed by the Governor to pardon anyone who owns back taxes from paying if it can be proven it is for the public good. The radio host was saying it seems the law is aimed at the millionaire friends of the legislators and Governor. If they owe they can be pardoned from paying millions in back taxes in return for who knows what. With the island government firing people supposedly to save money this law makes zero sense.

The radio host after commenting on this said it seems our island government is being run by gangsters.

On the day of the General strike the legislature building is hosting a tourism type of expo which seems absurd.

And the governor appointed someone who the radio host says is good at making money dissappear. For example that person many years ago was responsible for the money that was obtained from selling the island government owned telephone company. It was never known where most of the money went.

A mayor of the small town of Guanica was arrested today with a legislator of the opposition party for protesting against the firing of island employees at the island regional government office in the city of Ponce. The mayor of Ponce, she defends the Governor, criticized the mayor of Guanica. Once on a radio talk show they commented that the mayor of Ponce is not one to talk. Before becoming Mayor she ran two education institutes. She banrkrupted one and the other was near financial collapse. She only won the mayoral race because the main opposition party split into two separate factions.

And they are criticizing the Governor for a large deliver of beer. Seems he is gong to have a big party. Radio host says it is probably to celebrate with his millionaire friends the sacking of PR.

Some people have sent letters to US politicians and US news services but not much action so far. Supposedly, the Governor is the highest authority. But the US Congress could be the true highest authority since they can do whatever they feel with PR.. Including selling us to any other nation.

Almost forgot, the federal government sent people money some months back. In PR. they sent it to the island government which they say is still holding on to the money.

And a lame legislator from the governors party says the towns in PR. should be reduced from 78 to 20 in order to save money. That lame idea seems to go together with another legislators lame idea. She is also from the governors political party. She said early this year that in order to help pay for the 2010 Caribbean and Central American Games in PR. that they should recover the treasure from an old Spanish ship which is said to have sunk off the coast. laugh.gif

A Rapper came out with a protest song. laugh.gif Song from last month. It is called
"Such Is Life". Many different Radio and TV hosts have been referring to the name of the song when talking about the current things that are happening.

In the video Gusano = Worm. You will see Gusano = Worm twice.

Entregando = delivering

Bazura = Garbage. Really should be spelled Basura.

Despierta = Wake-up

Pa Fuera = Get Out.

At 1:10 in the video, the person with the white shirt is the Resident Commissioner. He represents PR. in the US House of Representatives. He has no vote except in committee. The one next to him is the Governor. Both are from the same political party.

At 1:29 in the video you will see a large lady. She is President of the islands House of representatives in the legislature.

The parties on the island are separate from US political parties. But the individual members can be affiliated to eithier US Republican Party or the US democratic party.

For example, the Governor and some of his party members support the US Republican Party while the Resident Commissioner (he represents PR. in the US Congress) who belongs to the same party has the governor and other party members support the US Democratic Party.

Update:

Five Island Public University Campus branches have been closed since tuesday after the University Students voted to close down there Campus. Seems the island government wants to privatize them. Currently, there are protests in front of those campuses.

The Governor today went to a High School to give a speech. Students planted themselves near the front entrance waiting for him to exit. They were protesting against the firing of janitors and others at there school. The governor went out a different way so the police say when the students found out they started pelting any auto that went by with rocks, eggs and large sticks. Adults in the school say the students only threw things at the police.

Thats when the police supposedly used tear gas and pepper spray against the students. Three Police injured. Nine students were arrested. These same students plus others had gone to see the Governor earlier today at a housing project but they were not allowed in. Currently, 20 policemen are stationed at the school.

Edit: Radio says the nine students who are minors are not being allowed to see there lawyers. Radio host says it is a violation of the US and island bill of rights.

This is the Youtube video on that school incident: http://www.youtube.com/watch?v=L3KbmR3eq3w

And some police have been sent laid off notices. Supposedly there is no money but the Governors office spent $200.000 of public funds on a popularity survey which some say according to the island constitution is illegal.
taolander
the students still in custody ?

in cases like this, i would expect that people or the oppostition to the governor to appeal to the federal US level.
islander
The students were given the round around. Taken to a place which was closed then to another place. Think they have been released to there parents but not sure. They did have lawyers who said that some of the students had been injured and were not taken to have there injuries taken care of.

In other news the Dominican Community, which is large and concentrated in the CapitalCity of San Juan, are not happy and angry with the Capital City authorities. For years they have had there Dominican Day Parade. This year they were not allowed. It was to take place today. San Juan mayor is Blue party.
taolander
Since the anger is building up, when's the next election ?
islander
^Next election is in November 2012. Some on the radio think the governor will resign before that. Afterall, this is suppose to be a democracy.

These last few days the island State Public University and the different Campus branches have been ordered closed for a week and police have been stationed to keep students out. The Students however have been protesting in front of the Universities. It is said they did this in order to stop the University students from organizing. But it has not stopped them from organizing.

Head of the island senate got mad the other day so he and his party members passed a law which dissolves the lawyers federation. Seems lawyers must be members and pay dues but with the passage of this law that is no longer required. Seems that organization was controlled by lawyers that were out for the peoples interests so some lawyers who are against the peoples interest wanted this law passed since in the federations election they would always lose. laugh.gif

Senate not working tomorrow the day of the General Strike. President of the island Senate left for the US. Seems he does not want to be around for the General Strike.

Island Supreme Court which has many blue party members said if prior governors want police escorts that it must be provided. The last governor abolished that right but the island Supreme court said he could not do that. So it will cost the island 4 million a year to supply escorts to prior Governors who can really afford to pay it themselves. People not happy about this.

So watch your tv. Tomorrow is the General Strike so try to see if it is carried on the news. Supposedly, some international news services will be covering it. Do know Cuba sent Cuba Vision to cover it.

Almost forgot. Remember that island senator I commented on who had the idea about salvaging the possible gold from a sunken Spanish ship. It seems she went to the Dominican Republic on a business trip. Seems she wants to manufacture plastic dolls of herself to sell for Christmas. laugh.gif On the tv they said she will probably end up with ship containers of the dolls rusting in the port because few would buy them.
taolander
that idea with the dolls was even crazier. ROFL

just read that the strikers will be deemed "terrorists" by the governor, but the airports will still be running during the strike. though i doubt the german news here will report anything about puerto rico.
islander
^Some of the people protesting decided to mock the Governor by writing on there shirts that they were terrorists. laugh.gif Many were angry that the governor would call them terrorists.

Looking at the international news it seems the international news services are not really interested in what is happening in PUR. And those that do comment on tv or via the internet keep the comments short. Seems they just publish or repeat the Governors position about a deficit and need to fire people. They need to talk to the other side too which it seems they have not done.

On the radio today there was an economist who said the deficit numbers were artificially inflated in order to have a reason for doing what the governor is doing which many radio hosts say is dismantling the island government so that he can contract services out to supposedly friends in the private sector.

Some of the governors cabinet officials and the President of the island senate, who is in the US today, said only a few thousand attended the protest.

Watch this. Does it seem like a few thousand. Main protest was in the Capital.

http://www.wapa.tv/noticias/primeraplana/d.../20091015140206

Chief of police would not comment on the numbers but sources say between 100.000 to 200.000 protesters in the Capital. Many private business also closed. And hardly any movement in the ports.

And this was just a one day stoppage not a general strike. They say that could come later if things do not change.

Only violence was between a line of police and university students on a major highway which the students blocked for five hours. The students were going to leave but stopped when the police sent in a squad. After negotiating the police pulled back. Then the students left and joined the protest going on at the Island Public universities main campus which had been ordered closed five days ago by the island government. All other island branch campuses have also been closed. Students and teachers protesting the closings which supposedly are for one week.

This in front of the main campus:

Looks like things are heating up on the island.
taolander
So, what was the effect of the strike ? will it continue, go into a second round with the airports closed next time ?

since this is really a "general strike" dry-run how are the US-Feds handling this ? won't they be forced to grant a bailout, seeing the continuing political & total economic disruption ?

are lula & hugo maybe already preparing a bailout themselves - this is really a chance for their brand of grandstanding ? laugh.gif
islander
^ I do not think Lula from Brazil and Hugo from Venezuela will get involved directly. However, Hugo is probably giving moral support.

And I was wrong. US Spanish News Service UNIVISION TV interviewed the Governor over satellite. He made the governor out to be a liar when he commented that the Governor had promised in the campaign not to layoff anyone. Also, the reporter commented if there is no money why is the Governor appointing special people to his cabinet who will make over 100.000 which is more than his salary of $70.000.

The reporter even asked him if he was going to resign since in a poll he had only 30% popularity. After this I think the governor will be weary of speaking to certain reporters who ask to many questions. laugh.gif

Concerning that poll, who knows it might be even lower since that poll was not done by an independent organization. It was asked to be done by the Governor.

On yesterdays MTV award which I think was in the US, a member of the Rap Group "Calle 13" spoke harshly against the governor while on tv.

Some people on the radio say it seems the federals do not care what happens in PUR.

Since the Governors party controls the legislature and the judicial, chances of that happening are probably remote.

In that case, maybe you have heard of this concept laugh.gif

Not that it really solve problems, because the political institutions stayed the same afterward or were even changed to the advantage of certain interests embarassedlaugh.gif
islander
Think that is what they are trying to do with the protests, People power. laugh.gif

Today some were criticizing the Governor for his strategy to end crime after he visited a town which this weekend had a massacre.

Seems there were re-inaugurating a bar at night. There were around 100 people. Then some men came in shooting. They killed 8 people and 20 wounded including one 9 year old girl. One of the killed was a 8 month old baby still in the mother. The mother survived. They had on tv the governor visiting the wounded and then saying that they need to pass a law to stop serving of alcoholic drinks at night. eek.gif

Chances are this would probably not include the tourist hotels. Some people think this is a lame idea. The problems is that all types of weapons are mainly coming from the US since they do not produce weapons here. The men in that massacre who killed those people were probably drug dealers. With this massacre about 709 people this year have been killed in PUR. They say 70% of the 709 killed involved drug activities. Once on a radio talk show they blamed the US since for not stopping the drugs that enter PUR. Afterall, PUR. is an island so it should be easy. Most ot the drugs that enter here they say are destined for the Mainland US.

People in the Governors cabinet called the Union and other people protesting the other week terrorists so what about these drug dealers which are tearing PUR. society apart. We do not hear the island government calling them terrorists.

This is the news story on that incident. Warning it is kind of graphic:

This is the second time something like this happens in that town 26 KM. West of San Juan the Capital City.

In that case, maybe you have heard of this concept laugh.gif

Not that it really solve problems, because the political institutions stayed the same afterward or were even changed to the advantage of certain interests embarassedlaugh.gif
Revolutions often start with great idealism, but in the upheaval things sometimes go awry.
Let's hope it gets better in the islands.

riiight.. ban alcoholic drinks to stop drug runners running around with illegal weapons from shooting people confused.gif people will probably start bootlegging, alcohol smuggling. OTOH i think cheap alcohol (and lots of soccer games on TV) are probably the only thing that will stop the people in Germany from revolting if things hit the fan here LOL

Terrible, didn't know that you had a great problem with any drug cartels.

Revolutions seldom go the way people expect.

This is unbelieveable. It seems like a daily Soap Opera show. laugh.gif

They were saying on the radio that they think they know who ordered the massacre. Supposedly, the person who ordered it was released from Prison in February by the current Island Secretary of Justice. It is not known why he was released but there are saying there could be a connection between him and the Secretary of Justice who has not commented much on the massacre.

They were saying on the radio that before the current island Secretary of Justice was confirmed in his position that many island prosecutors were warning that he should not be confirmed because he would have major conflict of interests. During the talks to confirm him, an opposition party member asked him about $25000 that he was paid. He instead got angry and members of the Senate of the governors party defended him. In the end he never answered the question but was confirmed with the help of the President of the island senate.

At this point the public is commentating that there probably are gangsters in the government. The governor who appointed the island Secretary of Justice is defending him.

Seems a member of the opposition party is writing up something to send to the US Justice department to try to get them involved in all of this.

Concerning the massacre, found out the State agency which gives out building permits disapproved that bar where that massacre took place. But it seems the Mayor of that town, he is a party member of the same party has the Governor, approved it.

If you saw the video some post back you will see that in reality that area is no place for a bar. Bars need to be on major roads or high traffic areas and not on a narrow street surrounded by homes. They say to get there is not even easy if you do not know the street. So why build a bar there.

yeah, it could be soap opera if there weren't real people being shot dead or robbed. eek.gif

Bad day for the people in the Capital Metro Area. 11 to 14 oil storage tanks blew up. News say it happened at 12:13 AM.
The force of the explosions was so strong that it registered 2.8 on the reicher scale. They said on the news the shockwave was felt far away. Some people thought it was burglars trrying to break in while most an Earthquake. On the tv news they said one car passing near the area at the time of the shockwave supposedly had his car top squashed from the air pressure.
That main highway has been closed and electric lines near the area are exploding. It seems it must be from the heat from the huge fire. TV news says they expect more storage tanks to explode since that refinery had 40 oil storage tanks. They say this could last two days.

Following two short videos taken at night:

Someone on the radio, think a politician, was saying it seems the company is to blame for negligence for not properly maintaining the refinery. He said that supposedly he was informed that the refinery pulled all there workers out before the storage tanks blew up. He said they pulled them out since it seems some of the storage tanks were starting to get hot. Thats fact makes this person or politician say that it was negligence of the oil company. Seems there will be an official investigation after the fires are put out.

does this affect daily life greatly - i mean beyond the giant smoke cloud & particles now hanging over Puerto Rico ? will there be a fuel shortage or anything ?

btw OT i was looking into some historical stuff that got me interested in Puerto Rico in the first place. what is your opinion on PUR being the legendary "Antillia" ?
islander
They were saying that the company that runs the oil refinery owed around $ 150.000 US dollars to the island government in back taxes. They were also going to go into bankruptcy before all this.

Some service stations the day it happened raised gasoline prices but that is illegal. Department of Consumer froze gasoline prices just to make sure.

And there is plenty of oil and gasoline from other refineries on the island.

Has for Antillia it could have been Florida. Pre-Columbus Maps for Antillia show the island or mainland to be in the shape of a standing rectangle which sort of looks like how Florida is shaped. PUR. does also look like a rectangle but it is not a standing rectangle.

They do say the Portuguese knew about the Sargasso Sea before Columbus voyage. The Sargasso Sea is located East of Florida. So you never know. The Portuguese could have made it to Florida.

bizarre, maybe somebody burns their fuel storage to commit insurance fraud confused.gif

it's more likely that to cut costs they didn't really maintain the place properly anymore, or in the case of arson, they didn't care about the security precautions anymore.

About Antillia, it's the shape that really is fascinating - and makes PUR the closest contender. There always was great speculation who got to America "first" - always leaving out the original inhabitants - i think Columbus had heard enough from Icelandic, Portuguese & French sources that there was something out there, even if most of the knowledge was clearly fantastic & ridiculous.

i've heard a state of emergency was declared when cnn showed the explosion some days back.

^ The fire was put out on Monday. On the radio they say that it seems the night of the explosion they overfilled one of the storage tanks and a cloud of volatile fumes started spreading. A worker at the refinery who had been working there for 35 years noticed it and gave the alert for all workers to leave. It seems the cloud got ignited eithier inside the refinery or outside after the cloud floated outside the refinery. The thing is when it ignited the resulting fire must have gone all the way to the source which was that overfilled storage tank and exploded.

This same company is responsible for a barge that spilled oil in San Juan harbor in 1994. They were fined but later the island government waived the fine. Seems this company gives political contributions. Wonder if they will be fined this time again and if they will be made to pay. Already some people who owned homes that were affected are suing.

Should say that some of the firemen that put out the fire had been previously fired by the island government. However, the firemen had taken it to court and won. If not for this who knows how many firemen there would have been to put out the fire.

During this oil refinery fire plenty of island government money appeared to address this emergency. So why do they say there is no money.

On the radio they were saying the governor came out with a publication of himself thanking a firemen. They say why did it take him four days after the fire to publish it. They say he is taking advantage to bolster his lagging popularity. Radio talk host criticized him for that photo plus they reminded everyone that he had ordered cutbacks in firemen weeks before the incident.

Department of Education under this Governor is closing 100 public schools. In one town they are combining first and second grade. People are complaining about it saying this is how it use to be over 50 years ago when some teachers had school kids of different grades in there class rooms.
