Government losses can reach RM28bil a year – or more due to overpayment


The Government could be losing billions of ringgit every year through excessive payments for contracts and procurements for a wide range of things ranging from water tunnels to IT contracts and purchase of computers.

Second Finance Minister Datuk Seri Ahmad Husni Hanadzlah acknowledged that the amount is a lot but could not give an exact figure.

Estimates based on government spending indicate that if one assumes overpayment on contracts is just 20%, then the losses could come up to as much as RM28 billion a year.

Other mains points from our StarProbe are:

● Hundreds of millions of ringgit in overcharging are taking place for ICT, which is a multi-billion-ringgit industry. Contract prices can sometimes be more than 50% than if the deals were done on a tender basis.

● Project finance on favourable terms from foreign countries – the so-called soft loans – can result in contractors being restricted largely to those from the country providing financing, resulting in considerably higher costs.

● Open tenders, done properly and with appropriate evaluation, are one of the most effective ways of reducing the costs to government. At least two state governments see great benefits in open tenders.

● Malaysia falls short in comparison with other countries in terms of calling for and disclosure of open tenders and their details. There is no centralised system.

● The Government is keen to cut wasteful spending and will, as far as possible, have open tenders from now on.

Errr.. i think it has nothing to do with ketuanan Melayu or watsoever..

Or a wider scope.. some of the billions of ringgits projects was given to chinese and indians..
Bakun project was given to chinese in the first place.. It is a RM4-RM6 Bilion project..

Pewaja was given to chinese people too..

PKFZ project was undertaken by chinese people.. er.. it was started way back in 1990s....

Wait a second.. Is it ok for me to say that most of the big projects undertaken by chinese people is the one that really siphoned the goverrnment money..? No offence huh.. it is just a form of retaliation.. hehe..

You might say that those a cronies whatsoever.. but the main issue here is that they not Malay..
That's why i think that it has nothing to do with Ketuanan Melayu..

Sometimes, the main contractor might be a Malay, but most of the sub-contractor are chinese.. For example, 2nd Penang Bridge.. or even schools..

but its the malay contractor that takes the big piece of the commission. Ie, submarine deal, bridge deal. I mean, just to buy some stupid computers they will overpay and it all goes into some politician and officer's pocket.

Also, another easy example is each time the chinese developers need to develop a piece of land, they pay millions of $ to the malay politician as a bribe to approve the deal.

This is how the humble malay politician can afford to spend millions of dollars building his mansion, taking his whole family overseas, and even gamble with millions of dollars in CASH overseas.... what a good life.

Example of Chinese developer screwing Malay politician who are screwing the public.

...don't act like these well linked Chinese developer are innocent. They plotted, bribed and seduced from initial proposition & planning till finishing buy-offs. They hold the pointing fingers of these politicians.....

I'm not denying that those cases may exist.. Maybe there are some Malay politicians who took those bribe.. I don't know..

But
1. As long as there are givers, definitely there will be takers..
2. There are lots of non-Malay politician in Malaysia as well.. The scope should be broader..
3. In this case, the Malay politician will be the pinpoint while the non-Malay politician will be let loose.. Its quite unfair..

And i'm strongly believe that if those cases happen, it is not limited to Malay, but it is spread across the board..

So, don't see any ketuanan Melayu issues involved here.. It is more to Human Nature i supposed..

This is not unique to malay nor it's unique to Malaysia. They say Malays in Gov sector are prone to accept bribes. but people tend to forget who it is that prone to give the bribes. There's also a cases where an honest gov servant who refused to accept bribe, but end up being threatened by the Kongsi Gelap to accept the bribe, and we all know what race run the kongsi gelap.
