I skipped to the second half and I saw Hmong stuff. 
Saw a girl with umbrella...
The dancers are not Hmong, they're actually Laos.
I know, I think they're known as the Luaprabang Lao Dance Troupe or something like that.

because I stumble upon the dance troupe.
I forgot the site, but it's a dance troupe that perform ethnic folk songs.
All the dancers are Laos. They're from Luangprabang or I believe might be Vientiane.
One of those places.

They could be a different dancing group and not the one you mentioned.

When I uploaded a clip bellowed there were also doubts whether they are Hmong or not until someone recognized their faces

Those girl are Hmong you cant hide the accent when they speak Lao.. Its like a Indian person from India speaks english they have a Indian accent. In my opinion the person that can speak Lao and can sound Lao with no Hmong accent is General Vang Pao in my opinion..
