That looks more like a vertical, relatively high-altitude interceptor. Would it be capable of intercepting low-flying cruise missiles like Hsiung Feng?

Thats the Tor missile defence system. With a range of only 12 km, it can't do much intercept except for low flying cruise missiles and aircraft
