This is Taiwanese matsuri called Kianchio. (Not lunar new year). According to the author it's held every 12 years. This is his home town called Zuili in Namtau County.

Pingsi, also in Taipei County. This is the town where there's a festival to fly your own lantern. It's held once a year(Jan 15th of the Lunar calendar) and is limited to this town(in Taiwan). It's really a fire hazard.
