Harajuku girls are girls that dress up in crazyass costumes and love getting their picture taken by people. It's actually pretty freaking wierd, but cool. This chick I used to know, Uki, liked to do it.
Harajuku is the trendy area (art and entertainment) in Tokyo-to, and lots of "wierdo's" reside there. If you wanna watch em, I would say go on Sundays, its more packed then. But you need to know ehere you're going, cuz Harajuku isn't marked anywhere, unless you get those tourist maps.

And everyone knows where Harajuku is. The cosplay people come out every saturday. Just take the JR Line to Harajuku eki. Then head towards Meiji Jingu which is like across the street.
They'll all be outside the Shrine...
