i dont get how the ability to speak ones language can decline the way they say...

I think they mean the skills in that language.

Maybe he is just a poor test taker. You know, like those people that freeze up and forget everything when presented with a test.

it's a kanji test
chinese characters are alot more complicated than the roman alphabet
and now that everyone uses computers to type, instead of writing kanji by hand, people forget how to write them faster
...and yet, it was a grade school test
even I can write at a grade school level, and I'm a white Canadian
that is truly sad
