Desperate times call for desperate measures.
With the onslaught of typhoons Winnie and Yoyong, three men were arrested in Pampanga on Thursday for allegedly stealing two goats from a farm in Floridablanca.
Senior Supt. Leonardo Espina, Pampanga police chief, identified the suspects as Robert Retuerne, William Saldana and Mico Serrano.
According to Espina, the three were arrested at a police checkpoint in Floridablanca onboard a tricycle that had no registration plate.
Later, authorities received a complaint that a tricycle-riding group stole their goats.
Espina had alerted the local police against lawless elements that might take advantage of the situation.
The police along with the provincial disaster coordinating council, were mobilized to help in the evacuation of residents affected by the typhoons and distribution of relief goods.
