They are not combating any armed forces within the country, they have force projection capabilities, and the nuke weapons seem to be aimed at the most likely enemies US allies Japanese and India.

India has plenty of nukes, therefore War with India = National Suicide for China.

Japan has enough nukes (a la Israel: nuke that must be assembled before useage), therefore
War with Japan = National Suicide for China.

For a country the size of China, their military buildup and budget is insignificantly lower compare to US spending and population (proportional wise).
